TF Heavy MetalsVienna, June 2007 Technological Developments in BAT and ELVs for Stationary Sources (a short summary what the TF has achieved up to now) Katja Kraus, Federal Environmental Agency, Germany

TF Heavy MetalsVienna, June 2007 History 1st draft prepared by Germany (Stefan Wenzel, DFIU) for editorial meeting in Dessau, February 2006 Discussed and agreed at TF HM meeting in Ottawa, May 2006 Minor changes by e-mail Final report published in June 2006 Members of the Sub-group: –Katja Kraus (chair, Germany) –Stefan Wenzel (leading author, Germany) –Grace Howland (Canada) –Ute Kutschera (Austria) –André Peeters Weem (The Netherlands) –Chuck French (USA) –Stanislaw Hlawiczka (Poland)

TF Heavy MetalsVienna, June 2007 Objectives (1) Compare techniques for stationary sources mentioned in Annex III with most recent technological BAT developments Additional information for emerging techniques Background report –description of techniques –application –environmental performance –cost data - if available

TF Heavy MetalsVienna, June 2007 Objectives (2) Overview on current ELVs implemented by the Parties concerning Annex V Sources of information –Questionnaire on strategies and policies for compliance review –Additional information from national experts –Table amended with data from BREF documents (ranges for installations using BAT)

TF Heavy MetalsVienna, June 2007 Results (1) In most cases, sources of Annex III applying BAT would lead to improvements in reduction efficiencies and lower emission concentrations Cases where current ELVs applied by the Parties are more stringent than those in Annex V (i.e. combustion installations) For most categories, Parties apply ELVs for Hg, Cd, Pb where Annex V doesn’t mention ELVs

TF Heavy MetalsVienna, June 2007 Results (2) Identified source categories which could be relevant sources of HM not covered in Annex III and may merit further technical investigations –Combustion of biomass and peat –Rotary furnaces in iron foundries –Secondary aluminium production Full report: http://www.unece.org/env/tfhm/third%20meeting/PostOttawa/ Background_BAT-ELV_14.06.06.FINAL.doc
