5 PALMER DROUGHT INDEX  Developed by Wayne Palmer of the U.S. Department of Commerce Weather Bureau in 1965  Focuses on rainfall and soil moisture  Setup on a scale of -5 to 5. The greater the negative number the more intense the drought  Prepared weekly by NOAH  The index is calculated for broad areas which may not be represented of local conditions
