Behavioral health issues of concern include a variety of behaviors that may be associated with post- traumatic stress disorder, mild traumatic brain injuries, combat stress or other stress, and/or suicidal thoughts or tendencies. Unusual or inappropriate behaviors may warrant psychological health care and treatment. BEHAVIORAL HEALTH

THE MESSAGE STATES THAT RATERS WILL ADDRESS WITH RATED OFFICERS & NCOs HOW THEIR ACTIONS IN HANDLING SOLDIERS WITH BEHAVIORAL HEALTH ISSUES IMPACT COMMAND CLIMATE & OVERALL UNIT PERFORMANCE. THIS MESSAGE SERVES AS AN INTERIM UPDATE TO THE SPECIAL INTEREST ITEMS FOR EVALUATION REPORT SUPPORT/COUNSELING FORMS AS STATED IN AR 623-3, EVALUATION REPORTING SYSTEM, DATED 17 AUGUST 2007. THIS REGULATION IS BEING UPDATED FOR PUBLICATION IN EARLY 2010.

IN GENERAL, THESE INCLUDE A VARIETY OF UNUSUAL OR INAPPROPRIATE BEHAVIORS THAT MAY BE ASSOCIATED WITH POST- TRAUMATIC STRESS DISORDER, MILD TRAUMATIC BRAIN INJURIES, COMBAT STRESS OR OTHER STRESS, AND/OR SUICIDAL THOUGHTS OR TENDENCIES. THE ARMY’S GOAL IS TO INCREASE LEADER AWARENESS AND SUPPORT IN REMOVING THE STIGMA ASSOCIATED WITH SOLDIERS SEEKING THE PSYCHOLOGICAL COUNSELING AND/OR CARE THEY NEED AND ENCOURAGING SOLDIERS TO SEEK AND USE AVAILABLE RESOURCES. INDIVIDUAL SOLDIER AND UNIT MORALE, AS PART OF A UNIT’S COMMAND CLIMATE, ARE DIRECTLY AFFECTED BY THE LEADER’S ACTIONS AND HIS/HER ATTITUDE TOWARD SOLDIERS WHO EXPERIENCE BEHAVIORAL HEALTH ISSUES.

However, the actions taken (or not taken) by a rated officer or NCO in situations when intervention was required to get psychological assistance for a Soldier with behavioral health issues may be addressed, as deemed appropriate by the rating officials.
