2 Kellogg & Sovereign® Consulting, LLC (KSLLC) has been managing federal universal service applications since 1998. Our professional staff works with the Rural Health Care programs and E-Rate programs on a daily basis on behalf of over 350 clients with annual filing of approximately 650 applications accounting for funding in excess of $100 million each year. 10 Kellogg & Sovereign Consulting, LLC is pleased to announce that Camelia Rogers, MPP, has joined its professional team as the Director of Rural Health Care Ms. Rogers started her career working as the Policy Analyst for the Nebraska Universal Service Fund and while there implemented the administrative process for eligible hospitals in Nebraska to receive state funding for their broadband connections through the NUSF. Camelia then spent seven years at the Universal Service Administrative Company (USAC) working on all aspects of the Rural Health Care Programs. Camelia was the policy expert on the Pilot Program, the successes of which resulted in the FCC creating the Healthcare Connect Fund beginning in January, 2014.
