UNCLAS//FOUO DRAFT Closing Gaps - JWIG CONOPS “This CONOPS demonstrates forward thinking for a vision of joint warfighter support in the increasingly demanding geospatial intelligence environment.” – Maj Gen Goldfein, USAF, Vice Director, Joint Staff (6 Feb 2007) JWIG CONOPS Define JTF Joint Warfighter Interoperable GEOINT (JWIG) process Provide a common framework for managing GEOINT within the JTF (HQ and mission partners) Leverage NSG to support warfighter Enable joint warfighter to use the power of the NSG to support the mission Enable joint warfighter to provide value-added GEOINT (vetted) back to the NSG Tested and validate in exercise environment Comments received from: Joint Staff, USCENTCOM, USEUCOM, USTRANSCOM, USSTRATCOM, USSOUTHCOM, Army, Air Force, and NGA Ratings: 18 critical, 191 substantives, 63 administrative All critical comments at least partially accepted with editing

UNCLAS//FOUO DRAFT GEOINT Cell Establish and maintain relationships across the JTF and its mission partners Collaboration across all functional areas within the JTF, all JTF components, higher headquarters, and the rest of the NSG Traditional GEOINT and Intel partners Geospatially enabled functional areas such as logistics, operations, plans, weather, etc. Cell may be centrally located or distributed throughout the JTF and connected by networks

UNCLAS//FOUO DRAFT JGA Implementation Continue working current enhancement efforts with NGA organizations, COCOMs, and Services Standards, training, unified operations, federated production, etc. Expand engagement with Agencies and International Partners Develop a Strategic Implementation Plan (SIP) that will: Maintain an end-to-end perspective Primarily focus on identifying improvements at the national level that will enhance JTF level capabilities Emphasize actions that offer near-term benefit Bring together existing expertise and data (best practices) Build on Joint Pub 2-03, JWIG CONOPS, and JGIT DCR Enable the main functions of the GEOINT Cell Facilitate the establishment of Joint capabilities and processes Embrace and complement related actions described in previous SIPs Begin actions to achieve near-term benefits Pursue the expanded use of Theater Geospatial Database and Geospatial Product Library in Joint environment

UNCLAS//FOUO DRAFT Discover & Obtain GEOINT Utilize web-based services to: Conduct metadata searches across all security domains Discover existing data sources and planned source acquisition Obtain available GEOINT data and identify coverage gaps Access GEOINT directories, catalogs, web mapping services, and libraries Leverage NSG member and partner organization GEOINT capabilities Manage current hardcopy storage and logistics ability to deliver hard copy GEOINT products

UNCLAS//FOUO DRAFT Evaluate GEOINT Content & Form GEOINT is evaluated in order to determine whether it is available at or near the required resolution and is in the form required If the required GEOINT does not exist or does not fully meet the stated requirements, GEOINT may need to be generated If the GEOINT is insufficient, the relevant data may need to augment with value added conflate transform

UNCLAS//FOUO DRAFT Evaluate GEOINT Content & Form Conflate GEOINT Coordinate the conflation of data by identifying, resolving, and merging different spatial renditions of what is actually the same entity Conflation decisions will balance data currency, accuracy, source, and density to determine the GEOINT that will best satisfy specific needs of the mission

UNCLAS//FOUO DRAFT Evaluate GEOINT Content & Form Manage production of GEOINT Request combatant command support to engage other NSG members and partner organizations to collaborate through unified operations channels and procedures Coordinate data requests across the JTF to be submitted in compliance with NSG procedures and ensure these requirements are documented in the appropriate system Coordinate the collection of geospatial intelligence data utilizing best available assets and exploit this data to extract the required geospatial information coordinate the collection and exploitation of organic assets coordinate with the combatant command to submit a collection and/or production requirement for prioritization and submission to available NSG assets

UNCLAS//FOUO DRAFT Evaluate GEOINT Content & Form Augment available GEOINT Based on the specific needs of the mission being supported, the GEOINT obtained may need to be augmented with value-added information provided at the operational level coordinate the generation of this value-added data utilizing in-theater and/or reach back capabilities Value-adding occurs based on available resources and adheres to established data standards and specifications

UNCLAS//FOUO DRAFT Evaluate GEOINT Content & Form Put GEOINT into usable form Filter mission-relevant GEOINT Put GEOINT in proper format to include electronic file, electronic media, and printed hard copy Optimize GEOINT for performance without altering relationships or attributes Coordinate the production of correlated databases

UNCLAS//FOUO DRAFT Use & Share GEOINT Use GEOINT to more effectively complete assigned missions View and modify features, attributes, and metadata across mission function and classification boundaries Integrate GEOINT into the shared awareness of the operational environment in two, three, and four dimensions (including time) in all security domains. Perform basic analyses such as line of sight and route planning, and complex services such as areas of cover and concealment and avenues of approach

UNCLAS//FOUO DRAFT Use & Share GEOINT GEOINT at the JTF stored in available theater holdings Local value-added data is integrated into the local database and forwarded by theater data stewards for integration into NSG data holdings Share GEOINT with mission partners and other NSG Employ web services in order to achieve and maintain shared awareness of the operational environment with mission partners Employ collaboration tools in order share data between JTF elements Web-host value-added GEOINT to be accessed by others within the NSG

UNCLAS//FOUO DRAFT Maintain GEOINT Coordinate across all JTF elements, the combatant command, and NGA deployed analysis and production personnel to ensure the availability of theater storage capability Utilize metadata standards and standard procedures to integrate updates from the field that have been manually validated as an improvement to existing content within the geospatial data store Receive updates, keep current and validated for accuracy and consistency Purge databases and archive deleted holdings as necessary Establish version control and naming conventions Manage and document holdings Monitor and track holdings to ensure use of most current and relevant GEOINT in accordance with mission requirements
