ESTABLISHING A PLANNED DEVELOPMENT DISTRICT TIME LINE

Pre-Application Review Applicants are strongly encouraged to schedule a pre-application review with representatives of the Town Meeting’s Land Use Committee, the Planning Board, and staff at least six months before Town Meeting.

Memorandum of Agreement The Applicant places money into an escrow account with the Town Treasurer pursuant to G.L. c. 44, s. 53A. The Board of Selectmen will use this account to pay for the services of an attorney, civil engineer, traffic engineer, and any other technical “peer reviewer” looking at proposed PDD. The MOA should be executed five months before Town Meeting.

Peer Review The team will evaluate the applicant’s initial Development Plan and work with the Applicant to prepare the final version of the Development Plan to put before Town Meeting. This work should be done three to six months before Town Meeting.

Development Plan First submittal by Applicant six months before Town Meeting. It is anticipated that the Development Plan will evolve once peer review begins. The final Development Plan, which is submitted to Town Meeting, must be ready 90 days before Town Meeting.

PDD Zoning Amendment The Planning Board should be the author of the PDD amendment. Staff staff and the peer review team should work cooperatively with the PDD Applicant. The amendment should be ready 45 days before Town Meeting.

Workshops and Websites Applicant and the Town conduct workshop meeting or two for Town Meeting voters, neighbors, and the general public. Establish an informational website for interested persons. Six to two Weeks before Town Meeting.

Development Agreement The Development Agreement is a contract between the Applicant and the Town of Burlington, and a covenant that will run with the land. The Development Agreement should be ready to execute two weeks before Town Meeting.
