1
Advancing Human Development and the MDGs Objective 1: Topic Issues and Questions Objective 2: Identifying Stakeholders
2
Water, sanitation and hygiene for all Association with development Rights, risks and responsibilities (inc. funding) Priority on sanitation (waste management) Public perception/education/information Recycling and re-use of water Learning from the past, building on success Emphasis on LDC context Linkage with ongoing initiatives, eg: –2008 Year of Sanitation –CSD 2008/2009
3
Water, sanitation and hygiene for all Stakeholders Major groups (women, youth, farmers, unions, indigenous peoples, NGOs, business and industry, local authorities, academics) Research institutes Local government Development NGOs/CSOs Cooperatives Potential topic consortium: –UNICEF/WHO/UN-Water/DESA –Sustainable Sanitation Assoc. –Women’s Coalition –Freshwater Action Network
4
Water for energy – Energy for water Linkage with development (often same people lacking energy and water services) WEHAB nexus Role of energy pricing, finance and incentives Differentiate between use and consumption of water (hydro vs energy crops) plus quality and quantity of supply Climate-change impact and mitigation Transport (optimizing navigation, water freight) Economic driver for multipurpose water uses Impact of thermal power on water quality Role of renewable energy (integration, decentralization, moving/treating/heating water) Desalination Sustainability criteria and performance indicators
5
Water for energy – Energy for water Stakeholders Major groups Utilities + private sector Professional assocs. (ICOLD, IAIA, etc) Renewable energy alliances Conservation + development NGOs Financing agencies + OECD Community cooperatives Potential topic consortium: –IHA –WEC –IEA –FAO –WWF/TNC
6
Water and food for ending poverty and hunger Food production and population growth (role of diet) Cultivation, irrigation and yield Emphasis on LDC context Impacts of climate change on availability/price Options well studied, but poor implementation Strategic planning and stakeholder involvement Optimization of food and water cycles Finance for drainage and irrigation Relationship between investment and poverty eradication
7
Water and food for ending poverty and hunger - Stakeholders Major groups Development and cooperative banks Research organizations Water management agencies Development CSOs Farming cooperatives Potential topic consortium: –FAO –ICID –IWMI - “CA” –Farmers’ Union and associations –IUCN
8
Multiple uses of water Sustainability criteria to support decision-making Governance and optimization, including social and cultural aspects Strategic river basin planning and management, including stakeholders Multipurpose reservoirs Climate adaptation and demand management Linkages between water and specific sectors Role of infrastructure for flood and drought mitigation Cross sector complications (legislation, markets, eg: energy, agriculture, navigation, etc.) Management of quantity and quality issues
9
Multiple uses of water Major groups Utilities + private sector Water users, fisheries, tourism etc. Research organizations Basin organizations Professional assocs. (IAIA, ICOLD, IHA,) NGOs (WWF, TNC, Oxfam,) Resource planners Potential topic consortium: –UN-Water –IWRA –IWA –ICID
10
Advancing Human Development and the MDGs Objective 3: Ideas for interactive engagement
11
Preparation phase Communicate and invite through networks, media, key events and processes Evaluate list of stakeholders for each topic (balance) Post information on website, but dialogue through the internet is limited – use associated networks/ memberships, use printed and distributed media services (eg: local radio) Use concise briefing papers, incorporate/examine previous recommendations Link to ongoing initiatives and events Maintain calendar of relevant events Ensure consortia receive comments and suggestions Ensure transparency of process and participation
12
Forum Sessions Focus on the challenges, link to previous initiatives Ensure time for meaningful dialogue (min. 2h sessions) Strong facilitation is essential Consider debate/panel/voting formats Minimize/avoid formal presentations Consider session guidelines/tips/training Define the deliverables Clarify linkage with Forum output
13
Complementary activities Maintain a listing of activities Side events, training courses (process?) Space for ad-hoc meetings Clear and simple mechanism for posting session outcomes
14
Post-Forum follow-up Appoint a multi-stakeholder observer group (to give participants’ feedback) Publish theme, topic and session output summaries Survey coordinators and contributors on lessons learnt
