Setting Goals and Measuring Results
2
Kansas State Department of Education www.ksde.org Goals Build capacity of the Kansas Learning Network, Kansas State Department of Education, and district and building leadership in Priority and Focus schools. Provide tools and resources to integrate and align with emerging trends and research. Implement a system of change whereby schools, districts and the SEA could join forces to support school improvement.
3
Kansas State Department of Education www.ksde.org Planning and Training 2012 - 2013 KansaStar was developed in Summer of 2012 for implementation in Priority and Focus schools during the 2012-2013 school year. List of 114 possible indicators Rigorous Timeline Organized around Turnaround Principles Training began with KSDE KIITs and KLN school implementation coaches. Districts and schools were then trained.
4
Kansas State Department of Education www.ksde.org Feedback 2012 - 2013 Sought feedback in a number of ways: Surveyed implementation coaches Visited one-on-one with superintendents Surveyed superintendents around PD needs Visited one-on-one with principals in Priority schools
5
Kansas State Department of Education www.ksde.org What We Learned 2012-2013 Training that was provided was not sufficient at any level, state, building or district. 114 indicators were too many to choose from. Indicators were often in clumps and needed to be organized in that manner, not around turnaround principles. There were not sufficient indicators to help with our state emphasis on MTSS. The number of active indicators was overwhelming schools. Schools wanted support and feedback that would push them to do better from building implementation coaches and KIITs. KansaStar was viewed as an “add-on” and not part of everyday business
6
Kansas State Department of Education www.ksde.org Our Response to Feedback During 2012-2013 we added additional training, not in the original roll out plan of KansaStar, for: Implementation Coaches and District Facilitators Focus school Building Leadership Teams KSDE KIITs
7
Kansas State Department of Education www.ksde.org Our Response to Feedback In Summer 2013, a KSDE committee convened for two days to: Reduce the Number of Indicators, Arrange Indicators in Natural Groupings, Write indicators and Wise Ways to support MTSS Make timeline adjustments for the 2013 -2014 school year, Provide additional training to implementation coaches and KSDE KITTs around improving feedback to schools.
8
Kansas State Department of Education www.ksde.org Kansas Learning Network Today In partnership with regional service center: Oversee business management of deploying coaches to Priority and Focus schools. Collaborate with KSDE regarding professional learning and state updates. Collaborate with KSDE to collect and analyze feedback from schools.
9
Kansas State Department of Education www.ksde.org KLN 3 District Facilitators coordinate coaching efforts between KLN Implementation Coaches and the larger Kansas districts. Meet regularly with district leadership to align efforts and show solidarity between KSDE and the district. Assist IC’s in integrating KansaStar indicators with district initiatives and requirements.
10
Kansas State Department of Education www.ksde.org Implementation Coaches Provide support to 99 schools around the implementation of the KansaStar School Action Plan. Integral part of closing the feedback loop between KIIT feedback and school work. Coaching logs are required following each school visit. Coaching comments are made between visits. Priority Schools receive 8 visits per school year. Focus Schools receive 6 visits per school year.
11
Kansas State Department of Education www.ksde.org Victories Implementation coaches understand and appreciate the functions of KansaStar. Many players navigate KansaStar proficiently and provide purposeful support. Provided PD to Ics around research-based strategies. Schools appreciate state feedback. Most schools see KansaStar as an integral part of their school improvement work.
12
Kansas State Department of Education www.ksde.org Lessons Learned Better match between IC’s skill set and school needs Improved KansaStar Tech Support KIIT feedback that is more consistent, critical and can move thinking How to measure results with changing state assessments? What other measures should be considered?
