Achieving Food Security  To achieve food security calls for a paradigm shift from Competition to Cooperation in National Priorities.  To ensure food security people must have access to an affordable, nutritionally adequate diet.  Sustainable agricultural development must look at alternative innovation systems, how such systems can benefit mankind, and what changes are needed to realise it.

GHANA’S PRIORITY POLICY GOALS ●Knowledge base for professional aquaculture practice and industry. ●Strengthen Monitoring, Control and Surveillance to ensure compliance with existing regulations. ●Tackle the issue of poor governance.  Aquaculture to meet huge domestic demand and bridge a national shortfall of over 400000 tonnes.  Aquaculture sector increased from 7154 metric tonnes in 2009 to 38547 metric tonnes in 2014  Impossible to meet the national target of 100000 metric tonnes by 2016

Management options to save small pelagic fishery ●Ending open access ●Closed seasons ●Closed fishing areas ●Additional weekly fishing holidays ●Increased net mesh size ●Cap and reduction of number of canoes ●Daily landing quota ●Removal of fuel subsidies* ●Territorial use rights  Above measures will rebuild the marine fisheries stocks and catches * Might be inimical to poor fisher folk!

12. Reasons for declining landings of pelagic fishes ●Weak governance ●Over-capacity and open access fishery  Allow overfishing from increasing number of boats and fishers.
