2 Current Vehicle Policy Moratorium on purchase of new vehicles (11/03 – 11/05) - passenger cars and light trucks - limited hardship exemptions through Governor’s Budget Office (DOB) - Law Enforcement exempt Post Moratorium Vehicle Policy - November 2005 Approve purchase of replacement vehicles only. No net increase in fleet. DOB criteria for replacement consideration: - passenger vehicle mileage must exceed 100,000 - pick-ups mileage must exceed 140,000 - new vehicle type must be similar to replaced vehicle Governor’s Budget Office must approve all agency requests for replacement vehicles. Not all high mileage vehicles will be replaced. DOB and Legislature approved requests to purchase 334 vehicles after the moratorium is lifted. Vehicle orders may be placed in October using the new state vehicle contract. STATE VEHICLE MANAGEMENT

3 Replacement Vehicle Process Step 1. Agency submits vehicle purchase request* to DOB for approval.** - Approved requests forwarded to DFM. - Denied requests returned to agency. Step 2. DFM updates data base and forwards vehicle purchase checklist* to agency. Data base can be found at http://da.state.ks.us/fm/vehicle/. Step 3. Agency orders replacement vehicle. Step 4. Agency registers/tags new vehicle in accordance with existing policy/procedures.*** Step 5. Agency retires/disposes of old vehicle in accordance with existing Surplus Property policy/procedures and retains proceeds from disposal. Step 6. Agency returns old tags to DFM within 30 days as evidence of vehicle disposal. Step 7. Agency updates inventory records. * To be developed ** Agencies will need to submit requests on the 334 pre-approved vehicles. *** Potential end of year overlap that may require your agency to pay registration for both new and old vehicle. 4 Vehicle Registration and Tagging Process Title and Registration Upon completion of approved acquisition of a replacement vehicle, agencies must complete title and registration requirements in accordance with existing policy/procedures. http://www.ksrevenue.org/dmv-titlenew.htm Tagging Complete and Submit State Tag Order Form to DFM including a copy of the purchase order including a copy of Certificate of Origin or Certificate of Title DFM will update Vehicle Master Data Base DFM will ship new tag to agency Retired tags must be returned to DFM within 30 days receipt of new tags.
