Summary of MLDA research -- Deaths go up when MLDA is lowered, go down when it is raised -- Higher MLDA results in lower alcohol consumption -- Benefits accrue not only to those directly affected by the law (18-20 year olds) but also to those not directly affected – 16-17 year olds
