2 The Process To This Point:  February 2006 – Public Board Meeting concerning enrolment of French Immersion Kindergarten at Georgia Park.  March – May Developed the concept of a “Pathway” for French Immersion.  Several consultants approached by Superintendent and Dr. Ron Rubadeau was contracted.

3 Review By R. Rubadeau  Purpose: to provide the Board with a clear pathway in which to make future decisions concerning placement & support for FI programs within the District.  Outline of Review: a) A history of FI b) Comprehensive review of data with respect to: a)Graduation rates b)Drop-out rates over time c)Parameters on best location of programs d)Summary of what could be a pathway.

4 Groups Involved in Review:  District Parent Advisory Council (DPAC)  Canadian Parents for French (CPF)  Campbell River & District Teachers Association (CRDTA)  Campbell River Principal & Vice Principals (CRPVPA)  Canadian Union of Public Employees (CUPE)  District Staff  Parents  Community Members

5 Rubadeau’s Report:  Pages 19 – 21 Observations  Pages 22 –24 Six Options  Recognized the issue is declining enrolment  French Immersion is well supported in the District  Need to consider: educational issues; staffing issues; economic issues; and facility utilization issues.

6 Further Studies:  Trillium Business Strategies Inc. –Provided an initial analysis on the utilization of facilities in SD72. –Final Report: Facility Arrangements Single Track French Immersion. (01.29.2007)  T. Beachy, Consultant –Assisted in clarifying Board’s core values –Assisted in clarifying Board’s process for developing sustainability for the future.

7 January 9 th 2007 Board Meeting:  There was an unanimous decision by the Board of Trustees to continue with Single Track programming for Elementary French Immersion in School District No. 72.

8 Decisions To Be Discussed:  The number of elementary school(s) offering the single track program.  The location(s) of program.  The timing of the implementation.  Entry time (This was not reviewed at the present time as per Board’s direction).

19 Preliminary Screening Conclusions The consultants concluded that there are three facilities that are suitable for the delivery of single track K-6 French Immersion. 21 Designate Robron Centre as the only Single Track K-6 French Immersion School Features of this model are as follows: Robron Centre would be converted into a 76K/414E capacity elementary school All K-6 French Immersion students, teachers and resources would be centralized in Robron Centre Students enrolled in the regular program at Willow Point would be transferred to Georgia Park. Willow Point Elementary and École des Deux Mondes would be closed. A ll or at least most of the programs offered in Robron Centre would need to be relocated to other District-owned facilities or leased space (the resulting operating budget impacts have not been estimated). Bussing to Robron would be provided in accordance with the student transportation policy.

Students enrolled in the regular program at Willow Point would be transferred to Georgia Park. Bussing to EDM and Willow Point would be provided in accordance with the student transportation policy.

37 The consultants suggest that the preferred model be the one which, in the opinion of the Board of School Trustees, achieves the best balance among the following objectives: maintaining convenient access to K-6 French Immersion minimizing capital costs associated with the change maximizing operating savings through reductions in the number of open schools providing flexibility for future growth

39 PATHWAY:  Declining Enrolment will force decisions as it continues into the future.  Decisions now can take us there all at once or in a step-like process.  One school option includes the closure of schools and will require a longer time frame to implement.  Parent, student, & staff input will be requested for transition planning.
