Above-the-ground accumulation of CO2 for pastures and meadows. Economic value on an annual basis 1,170,000 Euro. Carbon storage Only forests where timber mass production is not allowed. Economic value on an annual basis 226,000 Euro. Traditional landscapes and leisure Number of tourists who choose to spend their time in the study area. Economic value on an annual basis 140,000 Euro. 12 2-4 April 2-12 - 12 Problematic Issues affecting nature conservation 1.Management constraints at PAs level 2.Financial constraints at PAs level 3.Weak offer of tourism- related services 4.Poor quality of environment-related information National Administrative System - only 50% of minimum financial needs covered (30% of the optimum level) + investment in infrastructure and equipment = operational costs barely covered Financial sources: 85% State sources but not State budget 12% from projects only 3% from own income No formally regulated access Basic visitor facilities  risk of improper behavior Personnel reduction in the National Administrative System, and lack of custody contracts Lack of capacity Lack of integration (only 18% of pensions have a diversified offer) Lack of promotion capacity (no official tourist offices) Direct attraction of tourists by pensions Lack of specialized press  little awareness and understanding of nature needs and mechanisms as well as of benefits provided by nature. 14 2-4 April 2012 – 14 Contribution to local development as a pre-condition for PES scheme implementation 1.Awareness raising and capacity building on the concept of “tourism destination” as a tourist attractor factor. 1.Increased capacity of local stakeholders with respect to PES and SF schemes. 2.Enhanced cooperation among local stakeholders (both in quantity and quality). 22 Business-Community partnership for nature conservation in Maramures 1.The stronger the sense of community belonging the higher the willingness to take part to decisions… so, take both nature’s needs and people’s demands into consideration! 1.In private schemes market conditions speak first… so, a mix of PES sources works better then imposing the numbers of your calculator! 1.The voice of nature can become silent when basic local conditions need to be created… so, take into account the necessity that development and conservation needs go hand in hand!
