2 John Howard Centre East London NHS Foundation Trust provides mental health services, John Howard is part of our Forensic Service Medium and low secure in-patient services Treatment of acutely ill patients from prisons or from adult psychiatric services through to lower security wards or community settings. The therapeutic programmes and service models provided are appropriate for patients who may pose a significant risk of harm to others. East London NHS Foundation Trust

5 1.Not adhering to the IPS model – not competitive employment, but unrealistic jobs and payment. 1.Not directed by clients’ needs – feedback from client focus group. 2.Fraudulent activity - clients are paid cash and many are not declaring their earnings. 3.Investment not outcome focussed - £60,300.00 spent per year on client salaries 4.Unrecorded outcomes - no measured return on investment. 5.Draining on resources – not income generating and non-profitable. 6.Equality and diversity – jobs limited and only accessible to some due to resourcing. 7.Social inclusion – large proportion of jobs are not meaningful opportunities. 8.Lack of support from multi-disciplinary team - often tick box for staff. 9.Not in line with Governmental and Trusts’ objectives – employment not regarded as priority. 10.Behind other trusts – incentivise by payment East London NHS Foundation Trust

7 Why Nu-Leaf Enterprises? a) Main objective is to provide meaningful and sustainable employment that allows clients to develop their employability and CV prior to discharge. b) Employment projects would be able to run as sustainable enterprises, generating and accessing income currently unavailable to the Trust, through contracts, commissioning and grants available to community interest companies c) Enable partnership working with external community partners and employers to provide employment pathways into the community and progression opportunities. 8 a) Employment services  Initially, Nu- Leaf would operate from within the John Howard Centre.  Nu-Leaf would run a series of discrete projects (shop, café and picture framing). These would all be geared towards service users gaining: -Unpaid internal work experience, skill development, training and experience needed for employment -Variety of roles available -Paid work, with standardised recruitment, payroll and employment procedures -Unpaid work experience in the community and with external employers East London NHS Foundation Trust

9 b) Enterprising Social Enterprise  Nu-Leaf’s income and expenditure would be split into the separate projects with an additional budget for overheads (shared between all projects). All projects would aim to be profitable within 3 years, and the organisation as a whole would have a balanced budget from year one. Each separate project will run as sustainable and profitable enterprise: Projects will not be set up just to perform a tick box exercise but to fulfill a real business need Deliver professional services Management decisions will be based on a business model Paid jobs will reflect competitive community employment Each participant will be given specific tasks and responsibilities and given development opportunities East London NHS Foundation Trust

10 C) Funding and finance  Sustainability and profitability will take time to establish in the interim Social Enterprise status allows additional funding streams Income would be generated through: Public sector funding. Existing internal contracts could be delivered at less cost (e.g. internal staff magazine). Future commissioning (e.g. From Hackney Local Authority) will be geared towards social enterprises, and focus on mental health/offender provision Grant making trusts/foundations. Social enterprises are eligible to receive grants from all the major grant-makers, such as the Big Lottery Reaching Communities Fund East London NHS Foundation Trust

11 d) Employment pathways  Nu-Leaf would aim to work in partnership with similar or related organisations and external employers. Partnership work would: Provide links between income generating projects (e.g. Linking the framing project with a community art project) Establish work placements for service users (e.g. The People’s Supermarket, SkyLight Café) Provide joint funding applications for shared projects Share good practice between organisations East London NHS Foundation Trust

12 What are the service delivery benefits Increase SU involvement and inclusion. Widening market for service users across the Trust for pre- employment and in work skills development. Linked to realistic employment opportunities: not training for its own sake (as recommended by Centre for Mental Health) Flexibility to react quickly to unmet need In line with government policy and current strategy Demonstrating the Trust’s ability to work with third sector partners Increased sustainability East London NHS Foundation Trust
