DISPA Meeting Vilnius Dispa matters (part II): European Reciprocal Training Programme (ERT) 25 October 2013, Mariette Baptist-Fruin, Dutch Institute for Public Administration
2
What is ERT about? Is about exchange of good practice regarding policies and public sector performance and challenges between civil servants from different member states Is about understanding each others’ administrative system and governance mechanisms Is about building networks between civil servants across the EU
3
Types of ERT programmes Study visits (3 days) organised by one of the DISPA members for civil servants from other member states Two types: – Thematic: focus on specific theme or good practice, discussing case-studies – General: focus on administrative system of the host country including EU coordination system Some study visits are fee-based/some not depending on the status of the institute Staff of DISPA members make up the ERT network
4
How to connect ERT to policy 1.By organising general study visits, especially when MS is on the road towards EU presidency 2.By identifying relevant policy themes/good practice for specific study visits Question to DISPA members: What theme/specific topic is a good practice or major topic in your country and could be the subject of a study visit?
5
Role for DISPA and ERT network 1.ERT delegates prepare plan for two-year schedule for several study visits based on input of DISPA members during DISPA meeting (both general and thematic). 2.Plan is submitted to next DISPA meeting for discussion and approval. 3.DISPA members appoint member of staff as contactperson in the ERT network if they have not yet done so already.
