2 RIRRC Role in HHW Management Provide safe, no-cost disposal of residential HHW Contract w/Third Party for disposal Coordinate onsite and offsite collection events –20 collections at Central Landfill (2010) –15-17 collections across RI (2010)

3 Municipal/DEM Roles Municipal –Provide traffic control –Be on call for emergency assistance if needed –No collection costs to municipalities or residents DEM –Manage regulatory compliance of program

4 Products Collected Paint (83% of all materials collected in 2009) –Oil Based –Latex (not HHW, but public unsure how to dispose) Mercury –6,500 lbs since 2001 Solvents Lawn Care, Pool Chemicals & Treatments Oxidizers & Acids Any other HHW except Medications and Controlled Substances

6 Program Costs-RIRRC Since 2001:$3.2m to dispose 5.2m lbs/HHW –64,000 people served Average cost: $50.49 per person served Program funded through RIRRC operating funds (fees for service) Two full-time staff; LF operations staff supplement onsite collections $30-40K annual advertising Oxidizers most expensive to dispose per item (sodium metal, fuming acids, etc.)

7 E-Waste Producer Responsibility Program Law passed in 2008; RIRRC to operate “state program” 2009 program received 1.72m pounds of E- waste; Cost $900K OEMs register w/DEM; Receive program bills from RIRRC RIRRC operates permanent location in Johnston; 22 municipalities in state program

8 What General Product Stewardship Means for RIRRC Best Case –Decreased Handling & Landfilling Costs –Effective Private Programs; little to no RIRRC Responsibility Worst Case –Total Program Responsibility –No Reimbursement
