DRR and CCA in the EU overall Development and Humanitarian Strategy Recognising that developing countries are particularly vulnerable to natural disasters and climatic change, the European Consensus on Development (2005) and the European Consensus on Humanitarian Aid (2007) commit the EU to supporting DRR policy and call for stronger integration of environmental concerns in the development policy

EU Strategy for supporting DRR in Developing countries Overall objective Contribute to sustainable development and poverty eradication by reducing the burden of disasters on the poor and the most vulnerable countries and population groups, by means of improved DRR Priority areas for intervention Ensure DRR is a national and local priority Assess disaster risks (enhance early warning) Use knowledge, innovation and education to build culture of safety & resilience at all levels Reduce underlying risk factors Strengthen disaster preparedness for effective response

EU Strategy for supporting DRR in Developing countries Added value of the Strategy Defines responsibilities amongst Commission Services and Member States Positions the EU strategy towards the HFA Implements a more effective cooperation between the humanitarian and development actors within EU The strategy has an implementation plan with a fixed time-frame (2009-2013), specific actions and responsible implementers

Funding from DG ECHO Disaster preparedness integration into relief – in 2008, all disaster preparedness actions (including DIPECHO) amounted to 11.7% of the ECHO budget Advocacy measures: dialogue with other EC services, with ISDR, World Bank, EU Member States etc. Thematic funding and capacity-building funding, including on preparedness to response and disaster preparedness mechanisms: over € 135 since 2005 globally

DIPECHO South East, South and Central Asia: 16 countries, € 82 million since 1998

DIPECHO DIPECHO-projects will typically emphasize training, capacity-building, awareness-raising, establishment or improvement of local early-warning systems and contingency-planning. Simple and community-owned preparedness measures enable communities at risk to save their own lives and livelihoods when disaster strikes. DIPECHO projects are carried out by European-based aid agencies and UN agencies in close cooperation with local NGOs and authorities.

Environment and Natural Resources Thematic Programmes (ENRTP) EC programme that aims to promote and support environmental protection and sustainable energy policies €804 million for the period 2007-2013. Objectives To integrate environmental protection requirements into the Community's development and other external policies; To help promote the Community’s environmental and energy policies abroad in the common interest of the Community and partner countries and regions.

Special funds earmarked for the Global Climate Change Alliance (€ 60 million allocated for 2008- 2010. 7 th Research Framework Programme (FP7) Funding of € 53 billion over the period 2007- 2013 Articulated along 5 Programmes Cooperation Programme is the largest and offers opportunities for collaborative research across Europe and other partner countries in several key thematic areas including Environment and Climate change (€1.9 billion earmarked)

7 th Research Framework Programme (FP7) (con’t) Objectives of Research for the Environment: To promote the sustainable management of the environment and its resources through increasing knowledge about the interactions between the climate, biosphere, ecosystems and human activities. To develop new technologies, tools and services. Emphasis will be put on prediction tools and on technologies for monitoring, prevention, mitigation of and adaptation to environmental pressures and risks. Scope for support of hazard and disaster related research and tools
