4 ET-CDMS within CCl Five OPACEs; OPACE 1 deals with climate data & data management ET-CDMS, ET-DARE main Expert Teams, but other major initiatives Basic premise: climate services are not possible unless data are secure, accessible and well managed.

5 ET-CDMS links with GFCS GFCS has five pillars. Climate services are built on the Observations and monitoring pillar - > OPACE 1 data management CDMS activities mentioned in GFCS IP.

ET-CDMS – The story so far (2010-14) CDMS specifications document produced and reviewed Progress on climate schema for the WMO Core Metadata profile (incl two Discussion papers) Survey of CDMS use and issues Closer collaboration with WIS, WIGOS

ET-CDMS - ToR Develop and implement a monitoring mechanism for a continued updating of the CDMSs Specifications document and establish an updateable register of CDMS compliance with the specifications; Consolidate the work done on defining CDMS specifications and on establishing an adequate description of climate metadata that also distinguishes observations from formal and informal sources such as crowd-sourced data; Consider making a proposal for a possible amendment of the Technical Regulations with respect to the CDMS specifications; Work with the CBS Inter-Programme Expert Team on Metadata and Data Representation Development (IPET-MDRD) to develop a Logical Data Model that facilitates efficient exchange of Climate Observations Data and Metadata; Further develop and pursue a strategy for Open Source CDMS development; Collaborate with the GFCS, and other relevant bodies and technical commissions on the development of a sustainable strategy to meet ongoing needs for support, training and skills availability for CDMS and Data Rescue. 7

ET-CDMS – Deliverables 2014-18 Development of CDMS register that acts as an inventory on CDMS compliance Maintain and update the CDMS spec; refine requirements Ensure CDMS spec is included in relevant Technical Regulations Contribute to improving and promulgating better data management practices Progress development of future strategies relevant to CDMS such as opensource community, cloud access to technologies, sustainability strategy etc Support development of Climate Observations Logical Data Modelling via IPET-MDRD; also with TT-WMD

Some further thoughts (What experience shows might work well) First meeting very important to set work plan and establish momentum Work plans should be well-defined but allow flexibility Occasional Webex teleconferences to keep everyone on track. Links between ET-DARE and OPACE 5 on Education & Training, Capacity Development, and Communications Consider for certain tasks a dedicated writing team in Geneva. 12

For Climate monitoring: retain a relatively stable long-term average Current standard: 1961-1990 ------------------------------------------- 30/10 - For general climate services, use up to date normals. Current standard: 1981-2010

15 OTHER ACTIVITIES – International workshop on climate data management & HQ-GDMFC (HQ-GDMFC - High Quality Global Data Management Framework for Climate) An International workshop on climate data management was held in Nanjing in March 2013 jointly hosted by CMA-WMO. This workshop endorsed need for a HQ-GDMFC Aims to define best practice in Climate DM to WMO Members, including new or updated Guidance docs, Tech Regs, definitions etc ICG-WIGOS endorsed cross-program IPET-CDMF Should be a priority 2014-18 IP
