2
OGC ® 2 Overview Reminder : What is INSPIRE ? INSPIRE data specification Met Thematic Working Group status of work
3
OGC ® 3 INfrastructure for SPatial InfoRmation in Europe (INSPIRE) Laid down in INSPIRE Directive (accepted by EC May 2007), in Implementing Rules, (many !) guideline documents … Aim: “establishing an infrastructure for spatial information in Europe to support Community environmental policies, and policies or activities which may have an impact on the environment” enable exchange of spatial information between the member states to support environmental policies Keywords: Harmonization, Metadata, Services, Infrastructure … This leads to Interoperability, standards (and OGC !) INSPIRE Overview
4
OGC ® 4 INSPIRE “upstream” data specification What data ? A Drafting Team (DT) has provided a high level definition of data themes, laid down in 3 annexes : Annexe I and II : “Basic” geographic data CRS, Grid Systems, Addresses, Cadastral Parcels, Hydrography … Elevation, Orthoimagery, Geology.. Annexe III : Themes directly linked to DWG Met-Ocean concerns Human Health and Safety (Air quality (O 3, NO 2, SO 2, UV, aerosols)). Natural Risk Zones Atmospheric conditions (Precipitation, wind, clouds, lightning, temperature, UV) Meteorological geographical features (Synoptic observations, clouds, precipitation.) Oceanographic geographical features Sea Region (Sea water temperature, sea level)
5
OGC ® 5 Main INSPIRE milestones December 2013: Metadata available for spatial data corresponding to Annex III January 2015: Newly collected and extensively restructured Annex II and III spatial data sets available. May 2019: Other Annex II and III spatial data sets available.
6
OGC ® 6 INSPIRE : Specification Workflow Participative, quite complex, but seems to work ! SDIC/LMO Spatial Data Interest Communities Legally Mandated Organizations Draft Implementing Rules Thematic Working Group (TWG) Implementing/ Testing bodies volunteers … Request for comments on Draft Implementing Rules Test results Comments Member States Committee Implementing Rules to be voted Vote Implementing Rules to be transposed into national law Requests for change … European Commission CT DT Candidate Specification Write Draft Implementing Rules
7
OGC ® 7 Met TWG : Pragmatic approach The scope : 2 themes Atmospheric Conditions (AC) and Meteorological Geographical Features (MF) Distinction is not so clear, Scope potentially very large … Use Cases should be used to focus on which data are really needed This work will result in implementing rules and then, laws … Be aware of : –User requirements –Cost/Benefits ratio –Testability –Implementation Keep consistency with other modelling threads MO.DWG, IPET-MDI At first, harmonizing the use-cases Our target Our natural tendency : Towards the perfection !
8
OGC ® 8 INSPIRE TWG on AC & MF The Team : OGC is well represented ! Bernard Strauss - Facilitator- (Meteo-France) Spiros Ventouras -Editor- (STFC Rutherford Appleton Laboratory) Alessandro Sarretta -Contact- (JRC ) Frédéric Guillaud (Meteo-France) Raymond Sluiter (Royal Netherlands Meteorological Institute) Esa Falkenroth (Swedish Meteorological and Hydrological Institute) Erwin Petz Zentralanstalt (f. Meteorologie und Geodynamik) Ilkka Rinne (Finnish Meteorological Institute (FMI)) Bruce Wright (Met Office) Sheila Cryan (European Environmental Agency) Stefano Nativi (Italian National Research Council (CNR - IMAA))
9
OGC ® 9 Selected Use-cases Review of MO.DWG Use-case and SDIC requirements Start the specification process with 4 use-cases : – Use of meteorology in support of Emergency Response Based on MO.DWG UC8 and possibly with some elements of UC3 Focus on : Plume Prediction (Chemical or radiological) – Flood forecasting Based on MO.DWG UC11 Focus on : Flash, Short Range, Medium Range – Climate assessment (past data) Loosely based on MO.DWG UC7 Focus on : Temperature an precipitation – Use of Climate Change scenarii Loosely based on MO.DWG UC7
10
OGC ® 10 Further work Finalize the use-cases – MO.DWG / INSPIRE TWG UC harmonization – Check against SDIC/LMO requirements Identification of spatial object types AS-IS Analysis Gap Analysis Development of a draft specification model (UML) Tests, Comments (from SDIC/LMO)… New iteration(s) if needed, possible other UC to be taken into account…
