3 NIH Salary Cap Announced in NIH Guide, 1/7/05. Includes full text, examples, calculations and Q&A’s. Salary cap remains at Executive Level I for Federal Fiscal Year(FFY) 2005. Max salary rate increased to $180,100/yr (from $175,700). Applicable to NIH, SAMHSA & AHRQ

5 NIH Salary Cap Additional funding will not be provided for awards issued under previous salary cap rates. PI can rebudget funds and charge salary at the new rate, provided there is sufficient remaining funding in the project.

6 Timing Revised policy document issued via RNews on 1/11/05. New rates implemented in HRMS on 2/1/05. Expect rates to change on an annual basis (Jan – March timeframe).

7 Consultant - Individual An individual retained to provide professional advice or services on a project for a fee. Individual is not a WU employee or a Federal employee. Utilize standard Consultant Services form.

8 Consultant – Firm/Organization Advisory or other services rendered by a firm, company or other business organization. Must utilize Purchasing Services and a the purchase order process. Formal competitive bid process required if amount is expected to exceed $25,000.

9 Consultants – Frequent Issues Utilize standard rate, $537/day for individuals (reasonableness). Payments to other institutions. Consulting agreement vs. subagreement. Frequency and timing. Document, document, document.

10 Fund Number and Ranges Running out of available numbers in some ranges. Extend or create new SPA ranges Recycle old fund numbers (52XXX) Add digits to existing fund number

11 Extending Fund Number Add additional digit to fund number –48259 –482590 Increases available numbers by a factor of 10. Add additional digit to suffix –56875X –56875X1 Utilize for multiple c/s accounts or projects with large number of allocations.

12 Fund Number Issues Retain initial digit recognition More digits to input Fund series are not contiguous Utilize available fund numbers Reprogram every system and screen Solve c/s & debit account issue Time frame for implementation Effect on new projects
