University of North Florida Summer Camp Background Checks and Fingerprinting May 2011

Florida Statute 409.175 All camps employees must be screened first. –For purposes of screening, the term also includes owners, operators, employees, and volunteers working in summer day camps, or summer 24-hour camps providing care for children. –“Summer camp” means recreational, educational, and other enrichment programs operated during summer vacations for children who are 5 years of age on or before September 1 and older. –It is unlawful for any... summer day camp, or summer 24-hour camp providing care for children to willfully or intentionally fail to comply with the requirements for the screening of personnel or the dismissal of personnel found not to be in compliance with the requirements for good moral character.

Florida Statute 435.04 Level 2 Screening Standards –All employees in positions designated by law as positions of trust or responsibility shall be required to undergo security background investigations as a condition of employment and continued employment. For the purposes of this subsection, security background investigations shall include, but not be limited to, fingerprinting for all purposes and checks in this subsection, statewide criminal and juvenile records checks through the Florida Department of Law Enforcement, and federal criminal records checks through the Federal Bureau of Investigation, and may include local criminal records checks through local law enforcement agencies.

Steps to comply with 409.175 All Level 2 and local background checks must be completed before the candidate begins work. Hard (paper) fingerprint cards vs. LiveScan (electronic) fingerprinting Local law background check in the county the candidate resides.

Hard (Paper) Fingerprint Cards Arrange with UPD to have the individual fingerprinted. Submit the card with required information to the Florida Department of Law Enforcement. They will complete their check within five working days and then forward the card to the FBI. The FBI check takes between two and six weeks to complete. The hard card process will take between 60 and 90 days and cost more.

LiveScan (Electronic) Fingerprinting Apply to the Department of Children and Families for an ORI and OCA number. These are specific identifiers for the company requesting background checks. They are required for LiveScan fingerprinting. –Our ORI number is FL921781Z. Waiting on OCI number. Arrange with a company to have employees fingerprinted. The company L1 Enrollment Services has a location at Beach Blvd. and San Pablo Rd. The results are usually returned to the email provided within 72 hours.

L-1 Identity Solutions http://www.l1id.com/ –Fill out the online appointment request and pay for the service. (http://ibtfingerprint.com/)http://ibtfingerprint.com/ –The employee candidate will need to go to L1 at their appointed time with identification and a print out from the online registration. –Cost is $40 per employee instead of the usual $80 because it is required by law. It is also a tax write-off. –L1 Enrollment is willing to come here to scan if there are 30 or more individuals to be done.

Local Law Checks Florida Department of Children and Families requires a local law check in the country the candidate resides. –Jacksonville Sheriff’s Office for $5, St. Johns County no charge. –Contact the local agency to determine what they require (i.e., name, address, social security number, date of birth) and how to send it (some require it be mailed, others can be faxed).

Things to Consider High school or college coaches you employ may have already had their fingerprinting done this year. –Florida is one of the last states to require this. –Have them contact their administrator or HR department and forward the information along to our ORI and OCA numbers. As employees of UNF, your fingerprinting results should be good for up to five years dependent on continuous employment. SAs will be the most time consuming to get background checks and fingerprinting on.

For the Future Brand new legislation this year. –Unclear who it applied to and what was covered. Working with other Florida State Schools –Some HR departments keep results; others have it sent to the specific entities hosting the camp. Beginning July 1, 2012, all fingerprints must be electronic. –Currently, UNF does not own a LiveScan device, but several departments are pushing the purchase of one by UPD. –Would be cheaper, faster, easier for our student-athletes.
