2 Medicaid HIT Program HITECH…Health Information Technology for Economic & Clinical Health Historic Opportunity for Medicaid Programs! ARRA –Established a program for payment to providers who adopt & become meaningful users of certified electronic health records (EHRs) –Both Medicare & Medicaid will operate incentive programs

5 Five Goals of Meaningful Use Improving quality, safety & efficiency of care, while reducing disparities Engaging patients and families in their care Promoting public and population health Improving care coordination Promoting the privacy and security of EHR’s

6 Who’s Eligible? Eligible Providers (EPs) = High Medicaid Volume + practicing as one of the following: –Physicians, –Nurse practitioners, –Dentists, –Certified nurse mid-wives, –Physician Assistants when practicing at a rural health clinic or FQHC that is so led by a Physician Assistant Acute Care Hospitals –10% Minimum Medicaid volume Children’s Hospitals –No volume minimums required

7 EHR Incentive Payment Program Administration States administer the Medicaid HIT Program Demonstrate compliance with three criteria: –Use the funds for the purposes of administering the incentive payments, including the tracking of meaningful use of certified EHR technology by Medicaid providers –Conducts adequate oversight of the incentive program, including routine tracking of meaningful use attestations and reporting mechanisms –Pursuit of initiatives to encourage the adoption of certified EHR technology to promote health care quality & the exchange of health care information under Medicaid, while ensuring privacy & security of data

9 Next Steps Strategy to Develop the Plan: (ASAP) –Complete and acquire CMS approval of the Planning-Advanced Planning Document (P-APD) to claim 90% matching funds. The P- APD outlines the state’s strategy for developing the Plan to implement the State Medicaid HIT Program Develop the Plan: (Summer – Fall 2010) –After CMS approval of the P-APD, develop a State Medicaid HIT Plan which describes the State’s Medicaid HIT Program including how it will integrate current and planned Medicaid HIT assets and fit within the larger State HIT/HIE roadmap. –This includes an environmental scan & gathering stakeholder input Submit Medicaid HIT Plan & Implementation Plan (I-APD) to CMS for Approval: (Early Winter)

10 Next Steps (continued) Detail Design of the Incentive Payment (Early Winter) MITS Go-Live (December 2010) Begin Procurement for Quality Vendor (Winter) Build and implement the Incentive Program: (2 ND Quarter 2011) – to pay incentives to eligible providers.
