2 Mandate President Zuma – Women’s Day 2009 “will monitor other government departments to ensure the mainstreaming of gender, children's rights, and disability considerations into all programmes of government and other sectors. This will help government to respond to issues of these targeted groups in an integrated and coherent manner”

3 Mandate cont… President Zuma – SONA February 2010 “to integrate gender equity measures into the government’s programme of action [and] ensure that women, children and persons with disabilities can access developmental opportunities”

4 Core functions Promote the realization and protection of the rights of women, children and persons with disabilities Coordinate and partner with government entities, civil society and private sector to ensure that gender, disability and children are considerations are integrated into all government programmes and broader society. Set norms and standards for social, political and economic transformation necessary for achieving national goals and implementing against policies

5 Core functions cont… Monitor and evaluate performance of government departments, publicly funded institutions, organs of civil society and the private sector Accelerate implementation of international obligations on the rights of women, children and person’s with disabilities to which South Africa is signatory

6 Core functions cont… Advance international cooperation and partnerships for the promotion and protection of gender equality, equalization of opportunities for persons with disabilities and children’s rights Initiate and facilitate the implementation of research (development and use of disaggregated data) and programme for the empowerment of Women, Children and Persons with Disabilities

8 Progress - Women VIOLENCE AGAINST WOMEN Global, Regional and National “Unite to end violence Campaign” Developing plans for consultation on “Unite to end violence campaign” in South Africa Partnered with Ilitha Labantu initiative in Western Cape and other social partners (religious sector) To launch SA’s part of this global campaign during the 16 Days of Activism

9 Progress - Women Mainstreaming Working with UNFund for Population Advancement on the advancement of WEGE – work plan developed and being implemented with funding mechanisms Facilitated the participation of three SA women at the SADC Trade Fair for women in Namibia (participants nominated through the Department of Trade and Industry. African Decade for Women 2010 – 2020: Currently developing a working document for consultation (including proposed plans for the launch). Consultation proposed for September.

10 Progress - Women Mainstreaming cont… Partnering with UNIFEM on “Women-in-informal-cross-border- trade” initiative – Interdepartmental Task team formed and four meetings held to date. – Communication with key Ministries underway – Draft funding proposal developed for approval by Minister and UNIFEM – Draft plan of Action developed and to be consulted on in near future.

11 Progress - Women International Obligations Report on SA participation at UN CSW completed Commonwealth Plan of Action - implementation programme in South Africa SADC monitoring tool for implementation of the Protocol - draft report document ready Update report on AU Heads of States Solemn Declaration on gender equality in Africa completed and sent in July. Participating in Government process on MDG reporting, focusing on goal 3 - Gender equality and women empowerment

12 Progress - Women Coordinated a successful Women’s Month programme Collaborated with DIRCO on PAN African Women’s Day – 31 July 2010 Media launch of Women’s Month - 02 August, Pretoria Interfaith prayer for Women - 08 August, East London Women’s Day Memorial Lecture - 08 August, Walter Sisulu University Commemoration of National Women’s Day - 09 August, East London Closing Ceremony for Women’s Month - 28 August, Limpopo

13 Progress - Women Held a UN-SA Gender Support workshop in Pretoria – recommendation to host a national women’s conference in October/November 2010 to unpack patriarchy and sexist thinking towards developing a national plan of action for WEGE. DWCPD is part of the task team

14 Planned Activities-Women DWCPD is Planning for a National Women’s Conference from 28-31 October 2010 towards a feedback on international processes and reporting, discussions on Gender Equality Bill and developing a National Plan of Action Working draft Concept Document developed Working on the following Issue Papers for the conference: – Gender Equality Bill – Gender Mainstreaming Strategy including Gender Responsive Budgeting – Gender Equality Indicators – Women’s Empowerment Fund – National Report on Status of WEGE and draft discussion POA

15 Progress - Children Mainstreaming Identified critical children’s rights imperatives for mainstreaming with key government departments, Draft Child Protection & Development Framework in place Reporting obligations The Second and Third Reports on UNCRC Reports to be presented at the Social Protection and Community Development DG Cluster on the 15th September 2010. These reports will be presented to Cabinet for final approval before end of Financial year- 2010/2011.

16 Progress - Children Campaigns and commemorative days Organized celebration of International Children’s Day and the Day of the African Child in Cape Town Rights and Responsibilities Campaign Launched the FIFA World Cup Children’s Rights Programme to raise awareness on protection of children, during and beyond the FIFA World Cup. (no major incidents reported as result of high awareness and better law enforcement)

17 Progress - Children Campaigns and commemorative days cont… Raised awareness about the challenge of Ritual Killings. Held a National Indaba attended by traditional practitioners and other relevant stakeholders on the matter Led initiative to address the phenomenon of early and forced marriages in Lusikisiki, Eastern Cape and Zwelibomvu in KZN. Collaboration with traditional leaders, police and other stakeholders has led to a decrease in reported cases of these abuse

18 Planned Activities-Children Child friendly Clean Cities/Towns Project in partnership with COGTA Finalization of the Child Protection & Development Framework with Indicators National Children’s Day Provincial Ritual Killings Indabas 1Goal Education Campaign

19 Progress – Disability Reporting obligations Draft Report on UN Convention on the Rights of Persons with Disabilities discussed with SA Disability Alliance (SADA) and presented to the DGs clusters: – Justice, Crime prevention and Security – Governance and Administration two clusters. Report to be submitted to UN by end of November (after approval by Portfolio committee and Cabinet)

20 Progress – Disability Reporting obligations cont… Participated and served as Vice President of the 3 rd Conference of Parties to the Convention in New York Ministry and SADA supported nomination of Dr Siva Moodley to the Committee of Experts on the Convention

21 Progress – Disability Mainstreaming Input into three draft policies for the Public Service: – Reasonable Accommodation, Assistive Devices and other measures for Employees with Disabilities – Employment Equity compliance – Youth Development

22 Progress – Disability Mainstreaming cont… Developed and published disability specific indicators on health, education, employment and social security in the government report on development indicators published by the Presidency Input into the annual conference of youth in farming in Limpopo - mainstreaming disability in agricultural activities

23 Progress – Disability Mainstreaming cont… Engagement with Gauteng Health on policies relating to mental health and psychiatric disabilities Trained middle and senior managers of the department of Social Development on the Convention on the Rights of Persons with disabilities

24 Progress – Disability Campaigns and projects Finalized the publication of a book by writers with disabilities titled ‘Tilling the Hard Soil’. The book is to be used for increasing awareness on disability Final report on the Flemish Donor Funded project to be submitted to the internal audit of the Presidency Audit of Special Schools in the country to be finalized in November

25 Planned Activities-Disability Establishing a Committee of Experts National Conference on Disability: 02-03 December 2010 Programme of Action to be developed Reviewing of the National Integrated Disability Strategy in line with the Convention with a view of coming up with legislation Accessibility Campaign-to deal with barriers

26 Building Institutional Capacity Planned Provincial Consultative Meetings with the three sectors to consult on: - Programmes of Action for the 3 sectors - Location of the Units in provinces - Advocacy and Awareness Campaigns (accessibility, 16 Days of Activism, Child Protection and Development etc) - Capacity Building Programmes

27 Progress - Admin and support services Communication Communication strategy developed and approved by GCIS Departmental website established: www.wcpd.gov.za www.wcpd.gov.za Accommodation An appropriate building has been identified and the DPW is in the process of finalising the contract. The department will be in a position to move within six weeks after the contract has been signed and the building has been handed over to DPW.

28 Progress - Admin and support services Human Resources DG Position – The process of appointing a DG has started from scratch as the first appointment did not matrialise DDG positions – Interviews concluded awaiting the outcome from Cabinet 34 positions ranging from Deputy Directors to Chief Directors advertised. The closing date for these adverts was the 27 th of August 2010 and the selection process is to commence soon This will constitute a 30% filling of the 195 posts in the Department for this financial year

29 Progress - Admin and support services Budget The department has set up its bank account as well at the Paymaster General account. We have also set up and activated most of the transversal Systems and will be populating the budget as well as the establishment in the coming weeks. Once this process is concluded The Presidency, who is currently hosting us, will then be able to submit claims for all the expenditure to be allocated to the approved objectives.

30 Progress - Admin and Corporate Services Budget/expenditure Appropriated budget per ENE for 2010/11, R97 790 million including the transfer to the CGE of R51 949 million and capital payments of R6 583 million. Total expenditure as at 31 August 2010 is R18 821 million. This is 47.94% of the appropriated amount of R39 258 million for the department. Amount transferred to the CGE as at 31 August 2010 is R23 317 million. This is 44.88% of the appropriated amount of R51 949 million.

31 Progress - Admin and Corporate Services Budget/expenditure Request for additional funding has been submitted to National Treasury. Total additional amount requested for 2010/11 is R44 430 million. The additional amount will be utilised for, Office Accommodation, Compensation of employees and the commemoration of special days.

32 Progress - Admin and Corporate Services Transversal systems BAS and PERSAL are being implemented Target date for the BAS system to go live is 01 October 2010.

33 Progress - Admin and Corporate Services Bank Accounts Paymaster General (PMG) account has been opened with NT. (PMG account interfaces with BAS on a daily basis). Commercial bank accounts have been opened with First National Bank. (These accounts interface with BAS daily). The EBT testing has been done and it working.

34 Progress - Admin and Corporate Services Other Registration with GEPF is still in progress. Registration with SARS for PAYE and the casualty number has been completed and granted.

35 POLICY FRAMEWORK Agreement has been reached between the DWCPD and The Presidency that the department will make use of The Presidency’s policies until such time that all the structures have been set up and the department can function autonomously.
