Do states have the capacity to build data systems to determine the validity and reliability of growth models? Do growth models overstate progress?

5. HQT  Teacher quality is a subject of hearing on Friday, May 11 th  Admin pushing highly effective teachers  Some civil rights groups are pushing for more on this.  House bill on teachers to be included in Higher Ed and NCLB
