Slide 3 Standardization organizations International/European/National IEC (International Electrotechnical Commission) CENELEC (Comitè Europèen de Normalisation Electrotecnique) National Electrotechnical Committes Norway: NEK (Norwegian Electrotechnical Committe Relation IEC EN Standards ITU (International Telecommunication Union) –ETSI (European Telecommunications Standards Institute) ISO (International Organization for Standardization)

Slide 4 IEC standards Basic safety publication –Guidlines for requirements for use by product standards e.g: Touch current IEC 60990 Insulation coordination IEC 60664 Product standard –Basis for testing, certification –Country Notes –Reference to other standards e.g: Mains switch IEC 61058 Lasers IEC 60825 Protection against ingress of water IEC 60529

Slide 5 European Standards (EN) Structure COMMON MODIFICATIONS (CM) –Common CENELEC modifications to the reference document (IEC standard) SPECIAL NATIONAL CONDITIONS (SNC) –National characteristic or practice that cannot be changed even over a long period, e.g. climatic conditions, electrical earthing conditions. If it affects harmonization, it forms part of the EN NATIONAL DEVIATIONS (ND) –National deviation (A-deviation) due to regulations, the alteration of which is for the time being outside the competence of the CENELEC member
6
Slide 6 European standards National obligations vs EN - HD - ENV EN - European standard –Is to be implemented as identical National standard or by endorsement HD - Harmonization Document –Not obliged to implement as National standard (National Committee to decide) –Is to be announced and made available ENV - European preStandard –No obligations –Limited lifetime 3 years

Slide 7 Relation between IEC- and EN -standards The drawing shows how the standards are linked together. - Testing for IEC (without Group/National differences): A - Testing for IEC (with Group/National differences): A + B - Testing for Europe (with national deviations and conditions): A + C - Testing for IEC, Europe (with Group/National differences): A + B + C IEC standard (A) Group/National differences (CB bulletin) (B) EN standard (C)

Slide 9 Implementation and withdrawal of European Standard Example of dates for EN 60950-1:2006 –(dop) Latest date by which the EN has to be implemented at national level by publication of an identical national standard or by endorsement (dop) 2006-12-01 –(dow) Latest date by which the national standards conflicting with the EN have to be withdrawn (dow) 2010-12-01
