10 Modernisation of the Energy Charter Process Road Map for the Modernisation of the Energy Charter Process (November 2010)  Expansion of the geographical scope of the Energy Charter Treaty and Process identified as strategic task Policy on Consolidation, Expansion and Outreach (CONEXO, August 2012) Mandate to update the European Energy Charter (November 2012, “Warsaw mandate”)

11 Objectives of updating the Charter Internal cohesion, strengthen the political authority of the Energy Charter Process Facilitate implementation of CONEXO policy Engage in a structured dialogue with non-signatories of the Charter to promote its principles and framework for cooperation on the global scale Modernise the European Energy Charter as the basic political declaration of the Energy Charter Process; Support active observership in the Energy Charter Conference, close political cooperation and early accession of observer countries to the ECT

14 The road towards the International/World Energy Charter 1. Start of process related to possible “Updated Energy Charter” (UEC) 11/2012 √ 2. StG, with assistance of LAC, to examine legal implications of adoption of the UEC vis-à-vis ECT 2013 √ 3. Secretariat to prepare assessment of objectives, scope, benefits and costs/risks of UEC 2013 √ 4. Depending on outcome of work under par. 2 and 3 StG will resubmit draft decision to CC mandating StG to negotiate UEC 11/2013 √ 5. Provided mandate received StG to reconvene signatories of EEC to agree upon text conveying their understanding of UEC, its final name 1/2014 √ 6. Provided agreement on text is reached, Chairman of StG will invite third countries to participate in negotiation of UEC 4/2014 √ 7. If high degree of convergence among the parties on text of UEC, ad hoc high level Conference shall be convened for signatories of EEC to adopt UEC, for partners to sign UEC after adoption
