Provides assistance to State and Local First Responders in development of Disaster Emergency Communications Plans  Team includes many other Federal entities – FCC, GSA Regional teams, NCS, other components of DHS, and DOD  Work with State and Local Emergency Managers, first responders, National Guard and anyone else local officials want involved.  Follow on to work done in Louisiana, Mississippi, and Alabama following Katrina  First Targets – PR & VI, Southeast Atlantic and Gulf Coast States.  Feeds into Regional Emergency Communications Coordination Working Groups
