2 Review of Implementation of MDMS in ODISHA (Primary + Upper Primary) (1.4.14 to 31.12.14) Ministry of HRD, Govt. of India

3 ISSUES  Only 63% kitchen-cum-stores constructed.  Non Usage of LPG  44% Children screened for health Checkup under RBSK  7 days less covered.  Mismatch of data entries in MIS and AWP&B

4 Centralized kitchen - Issue raised by Monitoring Institution  Centralized kitchen in Bhadrak -Damodar Jew Sevayatan, Gobasahi is not satisfactory.  Most of the children are not happy with the quality and quantity of MDM. All the head masters and teachers of those schools where the food from the centralized kitchen is supplied have expressed their dissatisfaction regarding the quality and cleanliness of food.  Centralized Kitchen at Lanjigarh, Kalahandi-.(Manna trust)  In 02 schools 50% of the students are not taking food supplied from centralized kitchen. The unit needs more attention in respect of neatness, cleanliness and hygiene. The cooks and helpers need to be trained. As a whole the centralized kitchen at Lanjigarh needs further improvement and attention. The MI is satisfied only with the de- stoning unit for rice. All other units and processes need attention.

5 ISSUES- Conti….  Delay of 2-3 months in receipt of cooking cost in 15 schools in Bhadrak, 10 schools in Jajpur, 18 schools in Dhenkanal, 35 schools in Sundergarh, 40 schools in Nuapada and 18 schools in kalahandi.  Late payment of Honorarium (2-3 months) - 06 schools in Balasore, 22 schools in Dhenkanal, 20 schools in Sambhalpur, 40 schools in Nuapada and 14 schools in kalahandi.  In Dhenkanal in 09 schools rice was not available on the day of visit of MI.  MDM is cooked in open space in 07 schools in Bhadrak, 15 schools in kendrapara,16 schools in Deogarh and 7 schools in kalahandi  Health check up of the children not conducted since last six month in any school visited in Bhadrak.

6  In 30 school in Jajpur storage bins was not available  In 28 schools toilets are not maintained properly and are not in usable condition in Jajpur.  Micronutrients and deworming medicine is not given to the children in any school visited in Bhadrak. Issues by MI – Conti…

7 Best Practices  Direct transfer of funds to schools from Districts  Direct E-Transfer of honorarium from State to all cook-cum- helpers on monthly basis in their bank accounts.  Standard Guidelines for Cook-cum-helpers in a booklet form- Job profile of CCH, SOPs for CCHs etc.  100% CCHs and 314 blocks C.R.C. Coordinators have been trained in this year.  6252 “Ama Madhyan Bhojan Rosei Ghar” with all composite features of Model Kitchen-shed @Rs.1.20 lakhs per unit Completed so far.  Hand Wash Abhiyan- taken-up in all schools. Multi-Tap multi cap water system installed in the schools.  MDM Awareness Mela organised in 2013 & 2014

8 Cont…  Detailed MDM contingency plan formulated for the first time in the country.  Additional contribution towards cooking cost for primary & upper primary students is Rs.45 paise per child & Rs.65 paise per child respectively.  Awareness Generation activities undertaken through Video, Audio in all tribal Languages and local dialect.  The Tithi Bhojan message is now getting approval in shape of Birthday celebration, Saraswati Puja, Ganesh Puja etc.  Model Dinning hall, eco clubs and kitchen gardens developed in most of the schools.

39 Best Practice: Detailed Contingency Plan for MDMS To prevent Mid day Meal mishaps, Standard operating procedure of the mid day meal contingency plan has been executed for the first time in the country in Odisha. SOP of the Plan covers the following parameters: 1.Monitoring. 2.Health & hygiene 3.To save the life of the child,Precaution to control Untoward Incidents  Food Poisoning  Fire Accidents  Water Contamination  Waste Disposal. LET US HAVE CARE, CONCERN & CAUTION FOR QUALITY MID DAY MEAL
