3 ICT Sector Standardization Standards ensure the security and interoperability of the communication equipment, networks, end user devices. Introduction to compliance with standards increase efficiency of network equipment, create favorable conditions for fair and sustainable competition, support new applications and services. Since democratic revolution in 1990, Mongolia is doing entry into the free market economy system, an increased role for private enterprise have enabled ICT sector to rapidly expand their services. 3

4 ICT Sector Standardization At present, almost no manufacturers produce communication equipment. Therefore market has many imported products do not fulfill the technical specifications and standards and that is what makes them difficult to regulate. In the ICT sector it is important that equipment and services are mutually compatible and interoperable, so that end users can communicate and share information with each other using different devices. Relevant standards help to ensure equipment made by different companies are able to work together seamlessly. So it is necessary to support the ICT sector by standardization. 4

5 Pros and cons Advantages: Allows different brand work together Lower prices and better technical development Not locked into one manufacturer Able to compare equipment performance Can be serviced by a different vendors Easy to find substitute equipment 5 Disadvantages: o May not be the best technical solution o Locked into one manufacturer o Difficult to find equipment which follows the standards o Unable to compare equipment o Higher prices o Less technical development

6 Standard development Former Union of Industrial and Research Institute developed 50 standards that were inspected and most in need of revision or modification. 1973-1989 Due to economic crisis of the 1990-2000’s standard development activities had stopped in the ICT sector. According to the Law on Communication of 2001 CRC implements the authority to “develop and get approved by relevant authority and monitor the implementation of communications standard” 6 National standards development and approval process in the ICT sector takes time, money, active participation of stakeholders, legal and regulatory framework.

8 As of 2013 in a total of 214 standards are developed and after inspection 194 standards are valid and 20 standards cancelled due to technology. 8 Statistic Information
