5 Morganza Technical Review Panel Recommendations TOOLS & ANALYSIS TOOLS & ANALYSIS Develop System wide Model Develop System wide Model Ecosystem sustainability (operation of environ. structures) Ecosystem sustainability (operation of environ. structures) Hold Workshop/Convene Panel Hold Workshop/Convene Panel Develop knowledge of effects of flooding & salinity changes Develop knowledge of effects of flooding & salinity changes Evaluate project impacts to wetlands Evaluate project impacts to wetlands Apply Planning Tools Apply Planning Tools Consideration/Planning: future economic, social and environmental scenarios Consideration/Planning: future economic, social and environmental scenarios Guide future phases of project construction, prioritization Guide future phases of project construction, prioritization If you are asked, I would just encourage parish officials who are interested in using some of their Gustav/Ike parish allocation for coastal/restoration projects to begin drafting descriptions of projects they are considering and providing those to us (Myself, Pat Forbes, KVO, Robin, Lynn or Sandra). We have not received approval of our action plan yet so we can not say with certainty what will be eligible. Then we will conduct outreach over the next few months to outline for parishes what coastal protection work can be funded by CDBG.

7 Building Strong 7 Design CriteriaDesign Criteria –New Hydraulic Analysis for 100-year Surge Levels and Waves –New Hydraulic Standards for Wave Run-Up and Overtopping –New Geotechnical and Structural Design Standards Borrow Composition and Compaction StandardsBorrow Composition and Compaction Standards New Method for Stability Analysis; Higher Factor of SafetyNew Method for Stability Analysis; Higher Factor of Safety Wider Levee Base, Increased FootprintWider Levee Base, Increased Footprint –More than an 60% Increase in Elevations –More than a 300% Increase in Base Widths Increase in QuantitiesIncrease in Quantities –Borrow Material –Mitigation – Real Estate Unit Price IncreasesUnit Price Increases Hurricane Katrina/Rita Impacts

8 Building Strong 8 Comparison of Similar Levee Cross-Sections Levee Cross-Section – changes due to Katrina/Rita – > 60% increase in height - 15’ to 28’ – > 300% increase in base width - 200’ to 725’ Current 100-year Cross-Section superimposed on Authorized Cross Section

9 Building Strong 9 Considerations:Considerations: –Estimated direct impacts on bottomland hardwoods and marsh for each of the 4 alternative footprints –All alternatives utilized top 5 ft organic material from adjacent borrow pits to create marsh; resulted in surplus marsh creation over mitigation requirement –More detailed wetland impact study needed for Revised Programmatic Environmental Impact Statement Environmental Analysis
