5 Ministry of Education Freedom of Education Every child who is temporarily or totally deprived of his family or cannot stay with his family, has the right to protection and government care.

6 Ministry of education Freedom of education Adoption of the Constitution of the Republic of Moldova provided realization of the fundamental rights and liberties of people, including disabled people--“disabled people enjoy a special protection of the society. The government provide conditions for treatment, rehabilitation, education and social integration (art.51), adopted on the basis of art. 23 of Children Rights Convention;

7 Ministry of Education Freedom of Education: Children right to education and its implementation on the basis of equality is assured by the state through complementary primary school education and is free of charge and stipulates equal opportunities for instruction and development of the personality to the highest level through education and socialization, respect for child dignity, development of respects for national and cultural values (Children Rights Convention. Art. 28.)

8 Ministry of Education Freedom of education To provide equal rights for education for every child and to develop national standards, Moldovan government bases on international legislation stipulated in “Children Rights’ Law”

“The Conception of Specialized Education in Moldova” was developed in 1992, taking into account national and international achievements, social and economic reality. The following concepts were formulated: Psychology and recovery program for education of disabled children; Specialized education objectives and psycho-pedagogical principles of disabled children education; The system of educational assistance and rehabilitation of children with handicap; Integration directions of disabled children in normal educational system

According to the Education Law (1995) and according to the Decision of Ministry of Education, Youth, and Sport “About the realization of the program of specialized education reform” of 03 June, 1996, the specialized institutions should direct their activity to realization of the following objectives: Humanization, democratization and individualization of the educational process of children with disabilities. Residential institutions are responsible of assuring activities of rehabilitation and practical skills formation, as well as of adaptation to new realities for disabled children.

Families are not able to assist disabled children in overcoming developmental problems The collaboration between the local authorities and structures responsible for protection of children is not sufficient Absence of disabled children support by the community

Development and extension of supplementary educational services in secondary school as efficient forms of assistance and protection of disabled children and children with disabilities Providing children with early diagnosis and rehabilitation services, programs psycho-pedagogical assistance for disabled children and children with disorders, especially for those from rural communities

Revision of the legislation regarding psycho-pedagogical assistance of disabled children and of children with other deficiencies Preparation of the secondary schools and pedagogical staff for offering qualitative educational services for children with difficulties Revision of the regulation of secondary school activity, psycho-pedagogical services
