CX3 Catalysts—Strategic Growth Council Opportunities and Funding SB 732 signed into law in September 2008 Created the Strategic Growth Council The Council is a cabinet level committee tasked with coordinating the activities of state agencies to: Improve air and water quality Protect natural resource and agriculture lands Increase the availability of affordable housing Improve infrastructure systems Promote public health Assist state and local entities in the planning of sustainable communities and meeting AB 32 goals

CX3 Catalysts—Strategic Growth Council Opportunities and Funding Urban Greening Planning Requests for Proposal Serve as the master document for urban areas Be consistent with the state’s planning policies promote infill development and equity protect environmental and agricultural resources, and encourage efficient development patterns Be consistent with jurisdiction’s general plan or regional plan Reduce greenhouse gases Comply with California Environmental Quality Act

Eligible applicants are urban areas council of governments countywide authority a metropolitan planning organization local government or nonprofit organization Maximum funding = $250,000 Larger grant awards for organizations that work together to develop joint planning documents that cover all jurisdictions

CX3 Catalysts—Strategic Growth Council Opportunities and Funding Urban Greening Projects Request for Proposal Eligible Applicants: city, county or nonprofit organization Use natural systems, or systems that mimic natural systems, or Create, enhance, or expand community green spaces Provide multiple benefits including, but not limited to: A decrease in air and water pollution Reduction in consumption of natural resources and energy Increase in reliability of local water supplies Increased adaptability to climate change Promote Public Health and Develop a Healthy Community Priority for Communities Vulnerable to Climate Change

CX3 Catalysts—Strategic Growth Council Opportunities and Funding Urban Greening – cont. Statutory priorities given to projects that: Use interagency cooperation and integration (i.e., collaboration), or Use existing public lands and facilitates use of public resources and investments including schools, or Are proposed by an economically or severally economically disadvantaged community A decrease in air and water pollution Additional points for proposals that: Improve Public/Community Health Demonstrate Innovation and/or Creativity Are Proposed by Communities More Vulnerable to Climate Change or Address an Environmental Justice Issue Up to $2,000,000 will be targeted for projects within or serving disadvantaged communities. Requests for targeted funding are limited to a maximum of $75,000

Trans. Planning Agency, or a Joint Powers Authority Supports the planning and development of sustainable communities Promote infill development and invest in existing communities; Protect, preserve and enhance environmental, agricultural and recreation resources; and Encourage location and resource efficient new development Modeling Improvement

CX3 Catalysts—Strategic Growth Council Opportunities and Funding Modeling Incentive Grants $12.0 M to Metropolitan Planning Organizations (MPOs) Data collection and model development that assists MPOs and Air Resources Board in setting targets Accelerating and implementing improved modeling capability Improving the transportation models to be sensitive to: Price sensitivity, such as in tolling or congestion-pricing applications Evaluation of outcomes in designated transit-oriented development Evaluation of effects of different regional development densities (e.g., single family housing versus multi-family, etc.) Evaluation of outcomes in redevelopment and infill areas Equity and environmental justice sensitivities, such as effects of transportation and development scenarios on low-income or transit-dependent households Different transportation options, including transit, walking and bicycles

CX3 Catalysts—SB 375 Land Use/Transportation/Housing ARB sets regional GHG emission reduction targets for 2020 and 2035 Regional Targets Advisory Committee (RTAC) Final targets by September 2010, with periodic updates MPOs adopt regional transportation plans to meet targets Sustainable Communities Strategy (SCS) / Alternative Planning Strategy (APS) Plan development requires extensive public participation Plan implementation and incentives Environmental review relief for residential projects that implement the regional plans

CX3 Catalysts—Land Use Policy Changes The SCS is part of the Regional Transportation Plan. “a forecasted development pattern for the region, which, when integrated with the transportation network, and other transportation measures and policies, will reduce the greenhouse gas emissions from automobiles and light duty trucks to achieve, if there is a feasible way to do so, the greenhouse gas emission reductions targets approved by the state board.” ” (Govt. Code 65080(b)(2)(B)(vii), emphasis added)

CX3 Catalysts—Transforming Transportation Policy And Planning Blueprint Planning Provide funds for regional collaborative decision-making Adoption of blueprint plans that will achieve performance outcomes to foster more efficient land use patterns that: Support improved mobility and reduced dependency on single- occupant vehicle trips. Accommodate an adequate supply of housing for all incomes. Reduce impacts on valuable habitat, productive farmland, and air quality. Increase resource use efficiency. Promote a prosperous economy. Result in safe and vibrant neighborhoods. Applicants are required to consider public health

CX3 Catalysts—Transforming Transportation — Policy and Funding California Strategic Growth Council’s Federal Transportation Policy Providing Efficient Mobility for the 21st Century “Integrate public health and natural resource benefits into transportation planning and performance measures at the regional, state, and national levels. Involve public health and conservation officials and experts to participate in regional planning and priority setting.” “Policies and programs, aligned with the above criteria, should target the highest proportion of sustainable, benefits for economically and socially disadvantaged communities. If negative impacts cannot be eliminated then mechanisms to mitigate those impacts for these groups must be prioritized.”

Catalyst is an open source web application framework written in Perl, that closely follows the model-view-controller (MVC) architecture A substance that initiates or accelerates a chemical reaction without itself being affected or consumed in the process+++ Something that causes an important event to happen+++ Anything that increases the rate of a process+++ The primary science-journalism television series made by ABC1. Launched in 2001, it replaced Quantum A funk/jazz quartet from Philadelphia, Pennsylvania, whose material presaged the work of later jazz fusion artists.
