Comprehensive planning is a process that determines community goals and aspirations in terms of community development. Introduction New York's zoning enabling statutes (the state statutes which give cities, towns and villages the power to enact local laws) require that zoning laws be adopted in accordance with a comprehensive plan. The word zoning is derived from the practice of designating mapped zones which regulate the use, form, design and compatibility of development.
