February 21, 20067 Key issues that emerged from the Retreat and Parliamentarians Role of actors in JAS – need to raise all actors’ awareness and strengthen in particular role of Parliamentarians / Councilors Extent of untying TA and GOT leadership of TA procurement and management – what can be achieved in short-/ medium-term? GOT leadership and guidance on deciding division of labour arrangements - how can it be done? GBS target – take gradual approach and pay more attention to adherence to ‘good practice’ criteria for projects and basket funds than to numerical targets Extent of using GOT procurement systems – pay attention to their effectiveness and assurance of value for money Establish JAS Secretariat for coordination of JAS activities including JAS monitoring and evaluation
