California Integrated Waste Management Board Sustainability and Market Development Committee Agenda Item 15 December 5, 2006 www.ciwmb.ca.gov

California Integrated Waste Management Board Consideration of Collaborative Projects to Increase the Collection of Plastic Film Products Michael Leaon Plastic Recycling Technologies Section Waste Prevention & Market Development Division www.ciwmb.ca.gov

California Integrated Waste Management Board Background  Driving Factors  Process  Accomplishments & Results www.ciwmb.ca.gov

California Integrated Waste Management Board www.ciwmb.ca.gov4 Driving Factors: Economic  Increased raw material costs  Strong demand for PCM  Handling and disposal costs  Avoided disposal costs  Potential profit centers

California Integrated Waste Management Board www.ciwmb.ca.gov5 Driving Factors: Environmental  Generation  Disposal  Diversion mandates  California minimum content laws  Litter

California Integrated Waste Management Board www.ciwmb.ca.gov6 Plastic Disposal  2003 Statewide Study (cont.) – Plastics 9.5% of overall statewide disposed waste, film plastic 4.4% (again, almost half of all plastic disposed) – Approx. 1.7 million tons film disposed; 1.2 million tons in commercial, 440,000 tons in residential, 130,000 tons in self-haul – Plastic grocery/merchandise bags are mostly disposed in the residential waste stream

California Integrated Waste Management Board www.ciwmb.ca.gov7 Plastics Disposal  Selected Industry Groups study identified key opportunities for film plastic diversion in several major industry groups: – Wholesale Distributors – Building Material and Garden Retailers – General Retail, both Big-Box and Other  Not much film plastic in C&D, Self-haul, or Drop- box waste  Film plastic is 7.8% of MRF residuals, estimated to be approx. 580,000 tons statewide

California Integrated Waste Management Board www.ciwmb.ca.gov8 Process  Two year effort to develop projects – 2005: Identified priority film categories – 2006: Develop proposed projects

California Integrated Waste Management Board www.ciwmb.ca.gov9 Accomplishments & Results  Effective collaborative process  Targeted priority film categories  Developed film collection projects  Added processing capacity  Developed litter prevention action items  Research and development  Education and outreach

California Integrated Waste Management Board www.ciwmb.ca.gov10 Project Summaries  Grocery and Retail Store Drop-Off  Hospital Blue Wrap  Agricultural Film  Residential and Commercial Film/ Curbside and MRF Collection

California Integrated Waste Management Board www.ciwmb.ca.gov11 Grocery and Retail Store Film Drop-Off  Objectives: – Promote source reduction – Increase collection of grocery & merchandise bags, and other film plastic

California Integrated Waste Management Board www.ciwmb.ca.gov12 Grocery and Retail Store Film Drop-Off  Metrics – To be developed with stakeholders

California Integrated Waste Management Board www.ciwmb.ca.gov13 Grocery and Retail Store Film Drop-Off  Key tasks – Increase # of drop-off locations – Increase stores listed on plasticbagrecycling.org web site – Education & outreach  General public  Grocery and retail stores  Local government

California Integrated Waste Management Board www.ciwmb.ca.gov14 Grocery and Retail Store Drop-Off Project  Guest Presenters – Laurie Hansen, Progressive Bag Alliance – Nina Bellucci, APC (Moore Recycling) – Kristin Power, CA Grocers Assn.

California Integrated Waste Management Board www.ciwmb.ca.gov15 Hospital Blue Wrap Collection  Objectives – Re-establish blue wrap collection program for hospitals – Establish recycling programs for other film plastics and other materials

California Integrated Waste Management Board www.ciwmb.ca.gov16 Hospital Blue Wrap Collection  Metrics – Number & percentage of participating hospitals – Aggregate amount of film generated and collected by region

California Integrated Waste Management Board www.ciwmb.ca.gov17 Hospital Blue Wrap Collection  Key Tasks – ID hospitals to target by categories of small, medium, & large – ID potential end uses for recovered film – Develop demonstration projects working with hospitals and haulers – Develop educational and outreach materials to promote program statewide

California Integrated Waste Management Board www.ciwmb.ca.gov19 Ag Film Collection Project  Objectives: – Identify types, amounts, and geographic distribution of Ag film products – Develop new & improved Ag film pulling technologies – Increase collection of Ag film  Site consolidation points for Ag film  Increase processing capacity for Ag film

California Integrated Waste Management Board www.ciwmb.ca.gov20 Ag Film Collection Project  Metrics: – Number of consolidation points – Amount of processing capacity – Use of improved pulling technologies by Ag film pullers – Amount of Ag film disposed and diverted – Number of “Best Management Practices” developed by crop

California Integrated Waste Management Board www.ciwmb.ca.gov21 Ag Film Collection Project  Key Tasks: – Develop GIS database of Ag film types, amounts & locations – Site additional processing capacity – Site consolidation points – Develop education & outreach materials  GIS database  Pulling technologies  Case Studies  BMPs – Develop collection strategies by regions
