2 Objectives Achieve a common understanding of: MTL logistics and the required component parts mutual roles in designing and developing the required systems and processes Agree working model to take the work forward

3 MTL Logistics: a definition To plan, develop and implement the systems and business processes that enable MTL Providers and trainers of MTL coaches to deliver their programmes efficiently and effectively to participants and coaches in line with the vision for MTL as set-out in the National Framework for MTL.

5 MTL logistics – draft overview Working assumptions: Initial funding payments based on agreed estimate of participant take-up Final funding figures to be calculated on actual data once programme has started, providing potential for TDA to trigger a holdback process when necessary

7 MTL Logistics – givens Participant enrolment: All eligible participants are entitled to enrol on MTL with the provider in their GOR Regional Providers will determine participant allocation across HEIs for their regions Each Participant must be provided with the support of a MTL trained coach Data: Data collection cannot take place though the HESA system for AY 2009/10 Funding: The unit of funding is agreed for participants commencing in 2009/10 Funding will be paid directly to the individual HEI members of the MTL Provider that the participant has enrolled with for their MTL HEIs are required to passport ring-fenced funding amount to the school of the participant – the TDA will audit HEIs to ensure this mechanism operates as intended Portability: Each teacher must be able to continue to undertake the programme if they move schools, with the MTL Provider responsible for ensuring continuity of provision in phases 1 and 2 and, as appropriate, in phase 3

Outputs A system and processes that: - enable the enrolment of eligible teachers on the MTL programme - instigate the formation of the MTL Provider around the participant - triggers the arrangement of appropriate support environment for the participant. Defining eligibility criteria A system and processes that collects participant and coach data for purposes of: - funding - accountability - informing future direction of MTL - facilitating participant transfer Establish a process for appeals System for registering coaches for training A system to provide funds efficiently to HEI and school members of MTL providers to ensure effective delivery of the MTL to participants. Defining data requirement Develop & implement tool to collect data from MTL Providers A system to enable participants to transfer within and between MTL Providers Defining the unit of funding & arrangements for review Establish payment plans & processes to calculate & transfer funds to HEIs Establishing audit arrangements Define continuing eligibility criteria that applies to transfer situations Publishing advice on funding implications for transfer
