5 PL-13 FIRST SHIFT PL-13 FIRST SHIFT First Shift - regional project (śląskie voivodship) The situation on the local labour market (rate of unemployment – 16,0 % - July 2005) can be described as below:  Every 5 th unemployed is not older than 25 years old,  16,5 % is over 50 years old,  65,0 % registered unemployed are those, who are unemployed longer than 12 months,  14,0 % of all have no qualifications.

6 PL-13 FIRST SHIFT PL-13 FIRST SHIFT A survey performed by the Labour Office (from December 2004 to January 2005) among 18-27 years old respondents, unemployed longer than 12 months demonstrates: Most of them represented following occupations: salesman, cook, car mechanic, gardener, administration and office worker, economist (technician), tradesman, carpenter, hairdresser, tailor and bricklayer, Unemployed youth group claimed that the reason for their situation was the lack of job offers on the labour market, The main factor that helps to get a job is the possibility of training (getting the work experience) and level of the education. Additional skills may also be useful (languages, computer, driving licence, etc.).

7 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Our aim as Development Partnership is to establish rules that help people affected by discrimination on the labour market. The “First Shift” project concentrates on groups that are especially in danger of being excluded on the labour market: women, junior workers, graduates, apprentices, the unemployed who have a low level of education (people with primary education or vocational secondary education), the long-term unemployed as well as workers who are being laid off in connection with the restructuring of the industry.

8 PL-13 FIRST SHIFT PL-13 FIRST SHIFT We want to achieve the objectives by giving a chance for a vocational practice under the guidance of an entrepreneur – master of the craft, it would be a new/first day at work – the First Shift. Such a training will take 3/4 of the total number of hours spent in the project by the project beneficiaries. People of the low professional qualifications and general education, need a special form of training – active not a school type of teaching. The beneficiaries would get a new profession by performing certain tasks, not by learning only theoretical issues.

9 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Close co-operation between employer organization, trade union, public institution and a foundation working in the field of education and the local democracy development is unique at a national level. Representatives of those affected by the discrimination on the labour market, have been, from the beginning, involved in the preparation of the project, its planning and evaluation (opinion leaders).

10 PL-13 FIRST SHIFT PL-13 FIRST SHIFT The first stage of the realisation of the Regional Education Centre idea is to prepare programmes, patterns and paths of the return/entrance to the labour market. Then testing those programmes on the pilot group in the frame of the EQUAL project (200 people). Vocational Education Network –is a good proposition for creating our future Regional Education Centre.

11 PL-13 FIRST SHIFT PL-13 FIRST SHIFT The Chamber of Crafts, as the managing body is responsible for the project co-ordination, its realisation and mainstreaming. The Chamber is going to play an active role in all activities. The Chamber of Crafts and Small and Medium Enterprises in Katowice: is the oldest educational institution in our region, performs the vocational courses in 80 crafts specialisations, has its own network of co-workers including about 650 people, helps entrepreneurs to implement the quality management systems: ISO, HACCP, GHP, GMP, performs free of charge counselling for entrepreneurs within the Consulting Centre.

12 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Silesian Regional Labour Office, as the institution with the widest experience, is going to be responsible for conducting and the analysis of the labour market researches. When the project is completed, Silesian Regional Labour Office is going to monitor the results of the project and evaluate its realisation according to the effectiveness indexes.

13 PL-13 FIRST SHIFT PL-13 FIRST SHIFT The Trade Union “Solidarity” Region of Silesia and Dąbrowa is going to be involved in recruitment of participants and in the active promotion of our project. This partner is going to conduct the analysis of the professional needs of the beneficiaries (because of the excellent contact of the organisation with the beneficiaries’ environment in their employment agencies).

14 PL-13 FIRST SHIFT PL-13 FIRST SHIFT The Foundation for Local Democracy Development - is going to take part in the promotion of the project and prepare the teaching programmes. This partner will distribute the patterns of the good practices, especially in the environment of the representatives of the local authorities.

15 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Action 1 In action 1. we plan to determine groups of the participants and give concept details of the project during cyclic workshops. We also plan to organize an open conference in order to sum up current progress in the project. We plan to take part in the Transnational Partnership and to prepare the scheme for the management of the project, its evaluation and promotion.

16 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Action 2 Action 2. is mainly the performance of the labour market need’s analysis with the respect to the beneficiaries needs. On this basis we will create profiles of courses and professional trainings and we will put them into practice for a given group of beneficiaries. A group of 200 people (including 120 women) are going to be included into this pilot – training program. Outcomes: Models of instruction (training – apprenticeship - employment) to involve 200 participants during Action 2

17 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Action 3 Mainstreaming and Dissemination Action 3. is a scheme for a good practice in the media, the Internet and in special publications (the project as a part of a broad concept of the Regional Education Centre). Target Audience: DP members, Labour Offices, Local Authorities, Ministry of Economy and Labour, Ministry of Education, Employers, Local Community, Local non- profit Organisations. Activities: Seminars, Conferences, Advertisements, Publications.

18 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Transnational co-operation: The DP from Poland expects, that transnational co-operation will bring the ability of implementing results of the projects into the practice in other countries. We are convinced that transnational co-operation will improve content-related project management.

19 PL-13 FIRST SHIFT PL-13 FIRST SHIFT Transnational co-operation: The DP “First Shift” expects that the large area of the transnational co-operation will concern the methodology of the labour market and vocational guidance. Polish DP would like to exchange and create new solutions for the target group’s integration into the labour market in other countries. The DP “First Shift” expects that the TCA VENet will be a tool for exchanging the methodology of vocational education improvements.

20 PL-13 FIRST SHIFT PL-13 FIRST SHIFT The First Shift project is a way of helping unemployed people to believe again in their abilities and build up their self-confidence.
