8
Suitability of work equipment n PUWER 98 Regulation 4 n Every employer shall ensure that work equipment is so constructed or adapted as to be suitable for the purpose for which it is used or provided
9
Maintenance n PUWER 98 Regulation 5 n ensure that work equipment is maintained in an efficient state, in efficient working order and in good repair n Ensure that where any machinery has a maintenance log the log is kept up to date
10
What is maintenance?
11
Are these maintenance ? n Adjustments n Servicing n Lubrication n Cleaning n Inspection n Overhaul n Repair? n Minor modification? n Software changes? n Major modification n Redesign
12
Inspection n PUWER 98 Regulation 6 n Where safety depends on installation conditions n If exposed to conditions causing deterioration which is liable to result in dangerous situations n Exceptional circumstances
13
Inspection n PUWER 98 Regulation 6 n Ensure the results of and inspection is recorded and kept until the next inspection n Ensure equipment is accompanied by physical evidence of the inspection if moved from one undertaking to another
14
Conformity to EU legislation n PUWER 98 Regulation 10 –Obligation to choose CE marked equipment –Obligation to check that CE mark is valid* *new requirement

18
What about modifications?
19
Modifications that are part of maintenance Covered by PUWER 98 No risk assessment No documentation No CE
20
Mechanical modifications PUWER n Any activity described in the manual n Replacing like components with like n Repairs to bring machine back to its original condition n Strengthening assemblies n Strengthening guards
21
Electrical modifications PUWER n Any activity described in the manual n Replacing components with like components n Lowering rating of fuses or MCBs n Adding e-stops n Adding interlocking devices
22
Software modifications PUWER n Any modification described in the manual
23
Changes of Use PUWER n Any use described in the manual
24
Other modifications n Carry out risk assessment n Will the existing design be suitable/safe when the the proposed modification has taken place?
25
Risk Assessment n Management of Health and Safety at work Regulation 3 Every employer shall make a suitable and sufficient assessment of risks to a) employees b) persons not in his employment arising out of or in connection with the conduct by him of his undertaking n Introduced 1st January 1993
26
YES NO Risk Assessment Will existing design be suitable? PUWER Document Assessment and changes Machinery Directive
27
Electrical modifications MHSWR/PUWER n Adding assemblies not described in the manual e.g. an inverter n Small alterations to the circuit diagram
28
Software modifications MHSWR/PUWER n Any modification not described in the manual
29

30
Changes of Use MHSWR/PUWER n Uses similar to those described in the manual
31
Significant modifications n Modification compromises original equipment design n Considered as new machines
32
What is a significant modification?
33
Mechanical modifications Machinery Directive n Adding assemblies not in manual n Replacing components with ones that work in a different way
34
Electrical modifications Machinery Directive n Adding assemblies not described in the manual e.g. an inverter n Replacing components with others that work in a different way e.g. relays with a PLC n Altering circuit diagram significantly
35
Software modifications Machinery Directive n Any modification that could compromise the safety of the the machine
36
