ABILITIES REQUIRED BY THE MODERN ARMIES CULTURAL CHALLENGES IN PICTURING WHAT A “GOOD” ARMY LOOKS LIKE. A CULTURAL SHIFT TO SUPPORT CREATION OF JOINT INTERAGENCY COMBINED TASK FORCES – PERHAPS WITH OTHER AGENCIES HAVING PRIMACY. EDUCATE THE TROOPS RATHER THAN JUST TRAIN THEM. (HOW TO THINK – NOT WHAT TO THINK) IMPROVEMENT OF COMMUNICATION SKILLS AND MEDIA INTERACTION OF JUNIOR LEADERS - NEED TO BE “ON-MESSAGE”.

REDESIGN FORCE STRUCTURE TO INCREASE MODULARITY IN ORDER TO ENABLE CREATION OF SCALABLE, TASK-CONFIGURED, INTER-AGENCY COMBINED ARMS TEAMS. LIC IS NO LONGER ‘LOW-INTENSITY’ – WE MUST SEEK EXCELLENCE IN CLOSE COMBAT. THIS APPLIES TO ALL ARMS AND SERVICES. THE DEVELOPMENT OF JUNIOR LEADERS L/CPL, CPL, LT AND CAPT IS CRITICAL AND THE HIGHEST PAY-OFF. THIS MAY BEST BE DONE BY MENTORING/ DEVELOPMENT THROUGHOUT THE CHAIN OF COMMAND.

ADAPTIVE DIVERSE THREATS REQUIRE ADAPTIVE DOCTRINE THAT TAKES OPERATIONAL LESSONS AND INCULCATES THEM INTO THE INSTITUTION IN REAL TIME. A LEARNING ORGANIZATION REQUIRES LIVING DOCTRINE. DOCTRINAL EDIFICES NEED TO BE REDUCED. WE NEED TO LEARN FROM OTHER COUNTRIES’ EXPERIENCE AS WELL AS FROM OUR OWN. PERHAPS A MECHANISM FOR THE RAPID DISTRIBUTION OF INSIGHTS AND LESSONS. A FEW UNIVERSALLY RECOGNIZED AND PRACTICED PRINCIPLES CAN BE EFFECTIVE IN ACCULTURATING YOUNG MEN TO DANGEROUS AND COMPLEX CIRCUMSTANCES. NEED TO INSTILL EMPATHY FOR TARGET POPULATION IN OUR SOLDIERS AND LEADERS. DOCTRINE AND INDIVIDUAL PREPARATION
