ISSUES State has not included Govt. aided schools (7704) for Construction of Kitchen- cum-stores Less utilization of Transport Assistance (30%); Payment upto September 2013 only. Insufficient Storage facilities for Food Grains and other ingredients at noon meal centres; reported by JRM and MI Less quantity of Vegetables are provided ;observed by JRM. Usage of fire wood instead of LPG in the noon meal centres; observed by JRM and MI Non recording of Tasting of meals by Teacher as well as Organiser( JRM, MI ) Acute Water Scarcity and highly malnourished children in Ramanathapuram-JRM Poor Monthly MIS data entry for 2013-14 (58%) only upto December 2013

Best Practices Permanent Structure for organizing and cooking noon meal in all centres e-transfer of funds at all levels. Noon meal functionaries are paid every month through e-transfer. State Contribution for salary Noon meal functionaries is higher than the Central assistance for Honorarium to CCH and special provisions for Noon Meal staff of the Centre, Pension, Festival Advance, provision of lump-sum payment on retirement (50,000/- for organizer and 20000/- for cooks), Special Provident Fund, Appointment on compassionate ground, Promotional opportunity. Social Audit introduced under mid day meal programme from August 15 th 2013 in all the Districts in selective panchayats. Regular supply of Pulses, Oil, Salt by Centralized procurement through TNCSC

Findings of Interim Report by MI In Madurai schools, the quantity of foodgrains indicated and the actual weight was not similar in 26 schools In PUPS Kodimangalam-Madurai funds for MDM are not released on time and got delayed by a month or two. The number of cooks and helpers are quite inadequate to meet the requirements in some of the schools due to vacancies. Schools were reported that utensils used for cooking are inadequate. In Theni, proper utensils are available only in 12 schools and the remaining schools do not have sufficient utensils for cooking and serving. Storage bins were not seen in any of the schools. The stock is kept in the same gunny bags in which they received the food grains. Most schools in Madurai district had toilets that require better maintenance
