3 Cluster Subdivision Overlay Discussion By: Penelope G. Karagounis, Lancaster County Planning Director

4  Cluster subdivisions are residential developments which offer an alternative to traditional subdivision design, with the principle purpose being to encourage open space in exchange for a reduced lot size.

5  “Cluster Development” or the grouping of residential, commercial, or industrial uses within a subdivision or development site, permitting a reduction in the otherwise applicable lot size, while preserving substantial open space on the remainder of the parcel;  “Overlay Zone” or a zone which imposes a set of requirements or relaxes a set of requirement imposed by the underlying zoning district when there is a special public interest in a particular geographic area that does not coincide with the underlying zone boundaries.”

6  Promotes integrated site design that is considerate to the natural features and topography  Protect environmentally sensitive areas and protect natural features  Minimizing non-point source pollution through reducing the area of impervious surface  Encourage more areas of open space for recreation and social interaction

9  Permitted only in low to moderate density single-family residential districts, specifically in R-30, R-30P, R-15, and R- 15P Zoning Districts.  Minimum Acreage Requirement = 30 acres  Only Single-Family Homes are allowed in a Cluster Subdivision Overlay District  Proposed Density: 2.5 dwelling units an acre or 1.5 dwelling units an acre/depending underlying zoning district  No less than 25% of the site acreage shall be set aside for open space.

10  Must rezone the property to the Cluster Subdivision Overlay District if the underlying zoning is either R-15, R-15P, R-30, or R-30P.  Front Setback = 20’  Side Setback = 7’ or 5’ with conditions  Rear Setback = 30’
