3  Thailand Information and Communications Technology Policy Framework 2011-2020 (ICT 2020), according to that vision, “Information and communications technology is a major driving force in bringing people to Thailand's knowledge and wisdom economy. Thailand path to sustainable growth and social equality”  For the second strategy; the Ministry of Education is assigned to support teaching and learning through the use of information and communications technology, in order to enhance the education of the country. 4  Collaborative Learning as a way of learning that focuses on the learning environment by learning together in small groups. Learners rely on and are responsible for the group together.  Learning Management System (LMS) in the form of e-Learning to manages courseware in varieties subjects.  The Social Cloud is a framework for sharing resources. The shared resources or services associated with relationships among individuals and determine access to information in social networks. Introduction (cont.)
