BESP OBJECTIVESSTRATEGIES/COMPONENTS ( i) targeted expansion of LSE opportunities to improve access and equity; 1- Expand access to services (ii) integration of basic education curriculum to account for lower secondary expansion from 3 to 4 graders, and improved quality and relevance of LSE; and 2- Enhance quality and relevance (iii) central, provincial and district capability building in critical areas (EMIS, planning, budgeting and financial management). 3- Strengthen education governance (thru decentralized education planning & management)

Expand access to services Enhance quality and relevance Strengthen governance procurement and monitoring of contractor/s to build 28 new LSE schools and 144 LSE classrooms in existing LSE schools in the 20 targeted districts of the BESDP provinces provision of education development grants to 96 schools in target districts setting up selection process and delivery of 1,638 scholarships for ethnic and poorest pupils, including at least 50% girls conduct of baseline study ARRANGING STUDY TOURS for the curriculum development group DEVELOPING REVISED PRIMARY CURRICULUM, new LSE curriculum and student outcomes, and draft of upper secondary education curriculum PREPARING TEACHER RECRUITMENT AND deployment framework and action plan IN-SERVICE TRAINING PROGRAM to 5,373 teachers in 50 target districts to support 4-year LSE Providing a package of equipment, teaching material and learning resources to 10 teacher training colleges, 28 new LSE schools and 109 other LSE schools Providing 10 master trainers and 40 trainers with training materials and training of trainers Procuring printer of existing textbooks and teacher guides for lower secondary years 1-3 (675,000 textbooks and 73,000 teacher guides) Developing and printing new textbooks and teacher guides for lower secondary years 1-4 (354,000 textbooks and 23,000 teacher guides) and distributing to all lower secondary schools in targeted districts Supporting ongoing National Assessment of Student Learning Outcomes Providing 25 days of training to 44 replacement secondary pedagogical advisers and two annual review workshops for 222 secondary pedagogical advisers Revising MOE annual yearbook and EMIS Training of all PES and DEB statisticians in data processing and analysis Training of all school heads in EMIS Establishing school management committees in 96 schools receiving development grants Piloting annual and medium-term LSE planning and budgeting/ expenditure formats in 3 provinces Aligning planning and budgeting process with school mapping approach, teacher allocation and deployment process and ODA planned interventions Improving accounting, reporting and monitoring of expenditure Improving outcome-oriented budget format and process Linking education MTEF with the Government’s MTEF, based on medium-term sector development targets and development assistance Improving assessment and monitoring of MOE physical assets Making central storage of assets available in an upgraded, well-equipped warehouse Providing staff training BESDP aims to reduce poverty by making service delivery responsive to the needs of the poor, especially girls in ethnic group areas and in areas of high demand

Component 1. Expand equitable access to basic education Civil Works Targets by PMU/ECDM procurement and monitoring of contractor/s to build 28 new LSE schools and 144 LSE classrooms in existing LSE schools in the 20 targeted districts of the BESDP provinces Accomplishment to date Phase 1 works which include the construction of new LSE schools are ongoing at 30-40% physical accomplishments (as of end of April 2010) Bid evaluation reports for Phase 2 works which include additional classrooms submitted for ADB NOL.

Expand equitable access to basic education EDGP (School Grant) Targets by DNFE provision of education development grants to 96 schools in target districts Establishing school management committees (Student-Parents Association (SPA)) in 96 schools receiving development grants Accomplishment to date 4 provinces have approved EDG plans. Fund support being processed by DOF. 5 more provinces have approved EDGP plans to be endorsed by DNFE for payment of DOF 4 more provinces for follow- up

Expand equitable access to basic education Scholarship Program by IEC procurement and monitoring of contractor/s to build 28 setting up selection process and delivery of 1,638 scholarships for ethnic and poorest pupils, including at least 50% girls conduct of baseline study Accomplishment to date 1,638 scholars identified Fund support received by scholars except for those in Luang Prabang 2 nd payment is being processed by DOF Draft baseline study completed

Component 1. Expand equitable access to basic education Private Education Management Policy by the DPEM Encourage private sector participation in the provision of school education (years 1-12) Accomplishment to date The DPEM is preparing to conduct a series of workshops to revise the draft policy paper for private education management for submission to the Prime Minister’s Office for signing. The first draft ahs receive comments from the Cabinet Secretariat of the PMO.

Component 2 Improve the quality and relevance of basic education TEACHER TRAINING by DSE IN-SERVICE TRAINING PROGRAM for 5,373 teachers in 50 target districts to support 4-year LSE Provide 10 master trainers and 40 trainers with training materials and training of trainers Provide 25 days of training to 44 replacement secondary pedagogical advisers and two annual review workshops for 222 secondary pedagogical advisers Accomplishment to date Teacher training plan prepared by DSE to be discussed and finalized with RIES and DTE.

Component 2 Improve the quality and relevance of basic education EQUIPMENT PROVISION BY PMU Providing a package of equipment, teaching material and learning resources to 10 teacher training colleges, 28 new LSE schools and 109 other LSE schools Accomplishment to date PMU prepared the list of equipment for TEIs. Procurement is targeted this quarter (April-June 2010). Equipment for schools will be procured by the 3 rd quarter of this year, depending on progress of school construction works.

Component 3 Strengthen Education Management Strengthening EMIS Revising MOE annual yearbook and EMIS Training of all PES and DEB statisticians in data processing and analysis Training of all school heads in EMIS Accomplishment to date Data standardization guidelines Guidelines signed by the Minister. Training of PES, DEB and school heads on data management processing and analysis ESITC has received a NOL from ADB to conduct training of school heads on data collection, data processing and analysis Revision of Annual Bulletin The BESDP team prepared the recommendation report in improving the annual yearbook being prepared by the ESITC. ESITC will incorporate BESDP recommendations in the preparation of the 2009 Annual yearbook.

Component 3 Strengthen Education Management Asset Management Improving assessment and monitoring of MOE physical assets Making central storage of assets available in an upgraded, well-equipped warehouse Providing staff training Accomplishment to date The revised asset management system signed by the minister. Warehouse construction completed. Equipment and vehicles delivered. Staff trainings were provided to implement the new asset management system which is backed up with a computerized asset management system.

Tasks Ahead (Program-based) FULLFILLMENT OF POLICY CONDITIONSUNIT RESPONSIBLE MOF shall have allocated 16% of the total budget for 2009-2010 to MOE, provided that the allocated education budget shall not have been less than the share or the volume, whichever is greater, of the budget allocation stipulated in the preceding year. MOF, DOF, DPC, PMU The share of recurrent expenditures shall have reached at least 50% of the total education budget for 2009-2010. MOF, DOF, DPC, PMU MOF shall have disbursed 85% of the MOE recurrent budget for 2009-2010. MOF, DOF, DPC, PMU PMO shall have approved the Teacher Recruitment and Deployment Policy Framework, action plan and supporting guidelines. PMO, DOP

Tasks Ahead (Program-based) FULLFILLMENT OF POLICY CONDITIONSUnit Responsible PMO shall have approved the strategy, incentives, and action plan for facilitating participation by the private sector (e.g., public trusts, private bodies, and charitable institutions) in the provision of school education. PMO, DPEM MOE shall have approved a revised upper secondary curriculum (years 10-12). RIES MOE shall have adopted the new financial management systems for implementation at the national level. DOF, DPC MOE shall have developed an education sector MTEF.DOF. DPC
