7 KY 700 MHz RPC Region 17 National Coordination Committee  NCC submitted 1st Report to the FCC on 2/25/00  NCC Recommended: ç Project 25 Phase I as the digital I/O standard ç Trunking permissible but not mandatory on the Interoperability Channels ç Common Nomenclature for the Interoperability Channels ç 4 th R&O Adopted 1/11/01 Project 25 Phase I adopted as the digital I/O standard  2nd NCC Report 02/2001 ç working on the National Plan & Regional Planning Guidelines ç receiver standards ç wideband data standards

8 KY 700 MHz RPC Region 17 700 MHz RPC Process  FCC Requirements for Regional Planning ç Governor must appoint convener to hold 1st 700 mtg. ç Most elements the same as the 800 Plans ç Encouragement of all eligible entities to participate ç Adjacent Region’s written approval  Other Considerations: ç Frequency Coordination by all PS Coordinators ç Funding (advertising, copying, plan preparation) ç Broadcast TV/DTV Incumbency  Encourage Participation by all Eligible Entities ç 60 day notice in PS publications & on PS web sites ç Hold meetings in different parts of the region ç Set up e-mail list servers for distribution of information

9 KY 700 MHz RPC Region 17 Adjacent Regions  Notify adjacent regions of meetings  Chair should attend adjacent regions’ meetings  Pre-planning proposal ç Allot a certain amount of spectrum near region borders ç Use 25 kHz building blocks  Written Approval of Regional Plan by Adjacent Region(s)

10 KY 700 MHz RPC Region 17 NIJ Pre-coordination Database  700 MHz can be coordinated by any of the FCC-certified Public Safety Coordinators  Need a common database for all coordinators and RPCs to use ç Implementation Cmte recommends use of common database up to & including licensing  NIJ has approved the funding for a database and some RPC start-up expenses  NCC has asked that all RPCs and FACs be required to use NIJ database ç NIJ funding tied to use of database

13 TV Incumbency  Full Access: Can TV be moved out faster? ç On-going FCC policy discussions Kennard speech (eliminate 85%, mandatory DTV receivers, penalties) Canadian border discussions ç Will commercial carriers in 30 MHz segments help buy/push out incumbent TV broadcasters? Does not affect adjacent channel 59 blockage ç Can public safety community exert additional pressure? ç Could explore potential benefits of non-standard base/mobile of PS spectrum pairing during interim additional subscriber cost issues creates transition issues

14 KY 700 MHz RPC Region 17 TV Incumbency Rules  Protect incumbent analog and new digital TV receivers in the 746-806 MHz band until broadcast transition ends  Deadline is December 31, 2006 to end analog broadcasts ç By market exceptions may be granted by FCC, such as: Less than 85% of households are served by digital TV services (over-the-air, cable, satellite, etc.) At least 1of 4 national TV network affiliates are not broadcasting digital  Licenses within 120 km of Canada and Mexico are subject to future agreements with those countries ç Canada has allotted DTV to ALL full service, low power, and authorized (but not on-the-air) analog TV stations ç many Canadian allotments in 60-69 MHz range ç very few analog or digital TV stations in Mexico in 60-69 MHz range

19 KY 700 MHz RPC Region 17 Revised LMR to TV Separation Parameters a) Will use reduced Base ERP and HAAT that are typical of systems installed at 800 MHz (< 250 Watts ERP and < 250 feet HAAT). b) Will recommend restricting Control Station ERP to < 50 watts and HAAT to < 100 ft AGL (< 100 ft DHAAT toward TV station). c) TV to LMR separation distance from Tables in 90.309 assumes typical 55 mile radius TV Grade B contour (e.g., 100 miles). d) Will use best estimate of “actual Grade B” contour plus the distance from Grade B to LMR site (e.g., 55 + 45 = 100 miles). This reduces separation when Grade B contour is < 55 miles. e) Rules provide extra protection to TV/DTV sites with HAAT > 350 meters. Will add this to d) above. f) Will assume omni-directional (circular) coverage.
