GENERAL REGULATION Council Regulation No 1083/2006 of 11 July 2006, art.69 Puts an obligation on the Member States and the Managing Authorities for the operational programmes to provide information on and publicise operations and co-financed programmes.

NEW PUBLICITY REQUIREMENTS Regulation 1828/2006, art. 2 - 10 -Art. 2 “Preparation of the communication plan” - to be drawn up by the MA or the Member State - shall include the aims, target groups, the strategy and content of the information and publicity measures; the indicative budget; the responsible departments in the administration, and indications on how to evaluate them -Art. 3 Examination of the compatibility of the com plans - procedures how to submit the plan and assessment by the Commission within two months

NEW PUBLICITY REQUIREMENTS Regulation 1828/2006, art. 2 - 10 -Art. 4 Implementation and monitoring of the com plan - the MA shall inform the Monitoring Committee of the progress in its implementation; information and publicity measures carried out, the means used The annual implementation report for the year 2010 and the final implementation report shall contain a chapter assessing the results of the information and publicity measures in terms of visibility and awareness of operational programmes and the role played by the Community - Reports to be submitted by 30 June 2011!

Annex XVIII of 1828/2006 (amended as of 01.09.2009) Content of annual and final reports: “Information in accordance with Article 4(2) of this Regulation, including achievements, examples of good practice and significant events.” NEW PUBLICITY REQUIREMENTS

-Art. 5 Information measures for potential beneficiaries - wide dissemination with details of the financial contribution from the - information on the conditions of eligibility to potential beneficiaries; a description of the procedures; the selection criteria and the contacts at national, regional and local level - at least one of the following bodies can disseminate the information: national, regional and local authorities and development agencies, trade and professional associations, economic and social partners, NGOs, business organisations, info centres on Europe, educational institutions -Art 6 Information measures for beneficiaries The MA has to inform the beneficiaries of the inclusion in the list of beneficiaries to be published

NEW PUBLICITY REQUIREMENTS -Art. 7 Responsibilities of the MA - needs to ensure the implementation of the com plan and make sure it aims at widest possible meadia coverage and uses appropriate forms of communication - shall be responsible for organising at least one major information activity for the launch of the programme - and at least one major information activity per year showing the achievements of the OP - flying the flag of the EU in the week starting on 9 May - to publish the list of beneficiaries

NEW PUBLICITY REQUIREMENTS Art. 8 Responsibilities of beneficiaries -The beneficiary is responsible of informing the public of the assistance obtained -Has to put up a permanent plaque no later than 6 months after completion of an operation for contributions over 500 000Euro and when the operation consists of the purchase of a physical object or infrastructure/construction -A billboard needs to be put up during the implementation of the operation under the same conditions - Needs to mention that Fund that co-financed the project

NEW PUBLICITY MEASURES Art. 9 Technical characteristics - All information and publicity measures shall include the emblem of the EU and reference to the Fund concerned plus a statement chosen by the MA highlighting the added value of the Community intervention, and preferably “Investing in your futre” Art. 10 Network and exchange of experience - Each MA needs to designate a person responsible for com - networks may be set up to exchange good practice -The exchange of experience in the field of information and publicity may be supported through technical assistance

SUMMARY Summary of the regulations 2007 – 2013 -The adoption of a communication plan containing a strategy -The definition of minimal requirements for the MA and the final beneficiaries for informing the general public (major com activity per year…) -Transparency (publication of list of beneficiaries) - enhanced networking between Member States and regions on com actions
