February Meeting Outcomes Scientific Irrigation Scheduling Approved as Provisional, Active Standard Protocol with a sunset date of January 2016 Two key areas of discussion: – Method for determining water requirements: Emphasis on the need for consistency – Phone survey value/lift: Agreement on some amount of pre/post; flexibility in how to capture; cautioning against impacting recruiting Res DHW – Electric Resistance Storage Water Heaters Deactivated measure effective April 16, 2015 Discussion on what to do with existing retail stock of residential water heaters Com DHW – Electric Resistance Storage Water Heaters Approved as a Small Saver, Active measure with a sunset date of February 2020 Measure now only includes commercially rated water heaters Energy savings for all tank sizes have gone up as a result of the update (all remain cost effective) 3

February Meeting Outcomes (cont) DHP for MH with Zonal ER Heat Approved measure as a Small Saver, Active with a sunset date of January 2017 This motion included updating the measure definition as discussed at the meeting (“Install a 9.5 HSPF or better inverter driven DHP with nominal tonnage of 0.75 tons or greater in the main living area of a house with permanently installed zonal electric heat”) Com Smart Plug Power Strips RTF will revisit at the next meeting after staff looks at this a bit further The big question is what is the right category (Small Saver? Provisional?) Res Clothes Washers Approved measure as Proven, Active with a sunset date of June 2015 Discussed baseline and chose sales data (updated workbook using the 54% will be posted shortly) Discussed that methodology is likely to change going forward 4

Clothes Washers: Next Steps The RTF will be taking up a new clothes dryers measure and revisiting its methodology for the clothes washer measure in the coming months… An initial question: For clothes washers, should we: – Develop measures with “any” fuel types for the DHW and dryer, OR – Only develop measures that specify the fuel type? 6
7
Analysis of Using Existing Measure 7

Questions for Group For your current clothes washer measures, are you collecting information on the fuel type for the DHW and dryer? – If you are, how much do you trust it? Looking forward: as heat pumps become more prevalent (both for WH and drying), the fuel type alone won’t give us enough information 8

Upcoming Agenda Items Expected for March Com Smart Plug Power Strips (staff still leaning towards small saver) Research Plan: DHP for FAF Research Plan: Heat Pump Commissioning Controls and Sizing Proven UES: NC ENERGY STAR Homes – Oregon MH Calibration Check In (Tentative) Proven UES: ENERGY STAR and Ecorated Homes (sunset date extension) Next Steps on Delivery Verification 9

Other Upcoming Items Other Research Plans to finalize: – Performance based duct sealing – Heat pump water heaters Clothes Washers and Clothes Dryers CVR and VO Standard Protocols (additional scoping) Behavior Standard Protocol Residential Lighting Grocery – Display Case LEDs and ECMs for Display Case Refrigerator Freezer Decommissioning Provisional SP: Motors Pump VFD – Have any of you conducted research for this SP? 10

Efficiency Exchange The Times They Are A Changin’: The Role of the RTF in an Increasingly Efficient World Implementers are seeing energy-efficiency savings estimates change for many core programs. This is driven by programmatic successes, an influx of new codes and standards, market transformation activity, and a great wealth of empirical data. Together, the accomplishments and empirical data are shifting baselines and giving us a clearer sense of how much our measures are saving today. At this session, we will explore these drivers in our changing environment and how they translate into the RTF’s savings estimates—and ultimately into the region’s programs. Through this discussion, we hope to identify ways to more effectively engage implementers and demystify the work of the RTF. 11

Next Steps Jennifer will develop notes to send out by next week for review Enhancements to the website – Checklist of request (EXAMPLE)EXAMPLE – Parking lot of other topics – “Highlights” document – some sort of key talking points? Quarterly newsletter, but more? Refined slide decks? Blog? 12
