UNECE UN/CEFACT Background (before Custom) The project of single Window (ORBUS 2000) has started in 1995 with Trade Point Senegal, when Senegal was convinced that Information Technologies were to improve trade procedures. In 1996, a workshop was organized with all the stakeholders to validate the way of doing business. In 1999, the software was ready but could not be tested because the custom administration was hostile.

In 2001 the Minister of finance and the Minister of Commerce agreed to transfer ORBUS management to Custom In 2002, Custom create a private company to develop and deploy the ORBUS system From 2002 to 2004, GIE GAINDE 2000 has improved the system using latest technologies and adapting functionalities to the new business environment. In 2004 the pilot of ORBUS was launched in January and the system is officially operational since July 1st
