2 2  Infrastructure Update  ARRA Project Update  LPOE Portfolio Characteristics & Need  Current Landscape  Fiscal Challenges  Strategic Planning 2.0 Agenda

3 3 LPOE Portfolio Characteristics & Need Infrastructure Update Conditions straining the infrastructure at land ports of entry (LPOE) include: Rapid post-9/11 evolution of CBP mission and operational requirements Current facilities designed to meet legacy missions On average, facilities over four decades old Some facilities constructed more than 70 years ago Traffic volumes are increasing Over- and under-staffing issues strain existing facilities Facilities cannot adapt to handle evolving inspection technologies Conditions straining the infrastructure at land ports of entry (LPOE) include: Rapid post-9/11 evolution of CBP mission and operational requirements Current facilities designed to meet legacy missions On average, facilities over four decades old Some facilities constructed more than 70 years ago Traffic volumes are increasing Over- and under-staffing issues strain existing facilities Facilities cannot adapt to handle evolving inspection technologies LPOE Facility OwnershipTotal CBP-Owned 3730% GSA-Owned 6957% GSA-Leased 1411% GSA-Owned / GSA-Leased 11% National Park Service (NPS) 11% Total Facilities 122 Northern Border LPOE Ownership

4 4 Infrastructure Update The U.S. Northern Border is home to 28 of our design/build CBP-owned ARRA projects. 19 have broken ground and are in the construction process. 9 have been completed since the Spring 2011 TBWG Plenary. 5 5 Fiscal Challenges  No funding was provided through the GSA Federal Buildings Fund appropriations in FY 2011. This will likely be the case again in FY 2012 and possibly even FY 2013.  $2.2 billion in Surface Transportation Reauthorization Bill LPOE funds will likely fail to materialize. Planned significant investments to key LPOEs denoted within the proposal have been put on hold until sufficient funding becomes available.  FOF is anticipating a constrained FY12 and FY13 internal budget. Proposed projects are currently being weighed and prioritized accordingly. Current Landscape

6 6 Strategic Planning 2.0  CBP-procured Strategic Planning Support contract kicked off mid- October  Initiative to reevaluate and potentially redefine our strategic planning process  Requirements development to be based on the concept of functional outcomes instead of being locked into robust program of requirements  Defined requirements checklist and process flows to chart mutually understood path between requirements identification and eventual hand-off to the Service Provider. Clear process will facilitate coordinated delivery of transportation, trade, and security solutions  Operational Requirements Document to better inform CBP investments and feasibility studies through a broader account of portfolio, regional, and site-specific landscapes Current Landscape
