4. 4 Infrastructure Update The U.S. Northern Border is home to 28 of our design/build CBP-owned ARRA projects. 19 have broken ground and are in the construction process. 9 have been completed since the Spring 2011 TBWG Plenary. 5. 5 Fiscal Challenges  No funding was provided through the GSA Federal Buildings Fund appropriations in FY 2011. This will likely be the case again in FY 2012 and possibly even FY 2013.  $2.2 billion in Surface Transportation Reauthorization Bill LPOE funds will likely fail to materialize. Planned significant investments to key LPOEs denoted within the proposal have been put on hold until sufficient funding becomes available.  FOF is anticipating a constrained FY12 and FY13 internal budget. Proposed projects are currently being weighed and prioritized accordingly. Current Landscape

6. 6 Strategic Planning 2.0  CBP-procured Strategic Planning Support contract kicked off mid- October  Initiative to reevaluate and potentially redefine our strategic planning process  Requirements development to be based on the concept of functional outcomes instead of being locked into robust program of requirements  Defined requirements checklist and process flows to chart mutually understood path between requirements identification and eventual hand-off to the Service Provider.
