2. | 2 Transeuropean Transport Network The NDPTL is… A Partnership, involving 8 EU Member States (DE, SE, FI, DK, EE, LT, LV, PL) and 3 non EU MS (RU, BY, NO) as well as the Commission. Established in October 2009 through a Memorandum of Understanding (MoU). MoU set up a Steering Committee (SC) meeting 3 times x year and a High Level Meeting (1 x year). Rotating chair :2010 HLM = COM, SC = LT; 2011 HLM = RU, SC = NO; 2012 HLM = NO, SC = DE.

3. | 3 Transeuropean Transport Network NDPTL Art 1. of the NDPTL MoU states that "the specific needs of the Northern Dimension Partnership for Transport and Logistics are to assist in accelerating the implementation of transport and logistic projects[…] and facilitating the approval of projects of mutual interest". Main goals of NDPTL are therefore threefold : 1. strenghtening cooperation in the field of transport and logistics in the Northern Dimension area. 2. identifying cross-regional projects of high priority in the transport and logistics area. 3. providing the necessary assistance (including financial one) to project promoters, with the view to implement projects identified at point (2).

4. | 4 Transeuropean Transport Network NDPTL The Nordic Investment Bank (NIB) is a key player in the partnership. NIB has provided technical and legal advice in setting the NDPTL secretariat which is currently hosted by the Bank. Secretariat was set up in December 2010 (2 assistants appointed) and is fully operational from September 2011 (director appointed). Role of secretariat : prepare HLM and SC, play the role of « facilitator » between the partners and with the NIB, follow studies and provide advice on priorities.

5. | 5 Transeuropean Transport Network NDPTL : main achievements 1 - Setting up and financing of the secretariat (through a contribution from all partners (approx. 200 K€ x year). 2 - First indentification of transport / logistics needs through a study « NORDIM » financed by COM. 3 – Financing of 4 « small scale » projects (2 infrastructure and 2 « soft measures studies) supported by EU budget. Total 600 K€.

9. | 9 NDPTL : Next Steps -Setting up of a donor Fund to support the implementation of NDPTL projects. The Fund will be based on volontary contributions. It will target mainly feasibility/technical studies relating to projects with high cross-regional value. NIB will administrate the fund. -Identification of a first list of mature projects of high priority. -Secretariat’s support to project governance / information dissemination - Border crossing improvements/horizontal measures. -Ensuring coordination with TEN-T future policy.
