Road Map For Today Conceptual Model of MSP and The Grant Cycle APRs Who, How, When APR Submission Full Submission Partial Submission Using The Administrative Site Sorting, viewing, editing, creating, archiving APRs Common Sources of Confusion on the APR Sections: X, III.C., IV.C.1., IV.D(E,F).2., V.B., VII.J., VIII.A., VIII.A.1., VIII.B. 2/2013

Develop partnerships between high-need school districts and IHEs’ mathematics, science, and engineering faculty Improve classroom instruction Provide professional development to strengthen teachers’ content knowledge Improve student achievement in mathematics and science Conceptual Model of Mathematics and Science Partnerships Program

MSP Grant and Funding Cycle States have 15 months to award funds on a competitive basis to partnerships consisting of STEM faculty at an IHE and a “high-need” local education agency. Funds are released to the states through a formula grant (number of students at poverty level) each July. Congress appropriates funds for the program. Projects submit annual/final reports to U.S. Department of Education within 60 days at the end of each 12-month reporting cycle. U.S. Department of Education Program Cycle States fund winning project proposals. 2/2013

Who? SEC. 2202.(f): Each eligible partnership receiving a grant or sub-grant shall report to the Secretary… How? Partnerships/projects must send their APRs to their State Educational Agency (SEA), the SEA must review and approve the APR, and submit it to the U.S. Department of Education (USED) When? Within 60 days of the end of the performance period. 2/2013 Annual Performance Report (APR)

Overview of APR Submission Process Two Routes to Submission: 1)Full Submission (Normal) 1)Partial Submission (if data are not available) Requires Approval from ED 2/2013

SEA creates APR for project to complete Project completes APR and submits to SEA by the indicated date. SEA reviews APR, and determines if it is acceptable OR if revisions are needed. SEA sends APR to USED. Results are synthesized across projects and reported to Congress. 2/2013 Overview of APR Submission Process (Norm)

SEA creates APR for project to complete Project completes APR, performs partial submission, and requests SEA approval for new completion date SEA reviews partially submitted APR and determines if the APR is acceptable OR if revisions are needed. SEA negotiates final submission date with USED. SEA sends APR to USED. Results are synthesized across projects and reported to Congress. 2/2013 Overview of Partial Submission Process (Extraordinary)

ONLY When student or teacher data will not be available on time. When a partial submission is selected, you must contact us at MSPHelp@abtassoc.com to agree upon a new Revised Due to ED date. MSPHelp@abtassoc.com All sections of the APR must be completed and reviewed, other than the sections for which data are not available. Once the data are received, the project will only be able to edit the sections corresponding to the missing information they identified. 2/2013 Partial Submissions may be used…

Creating an APR: 2 Methods If this APR is for a project that already exists and is continuing for another year  “Create a New APR Form” to copy the Annual Report 2/2013

Creating an APR: 2 Methods If this APR is for a brand new project  “Add a New MSP Project” 2/2013 When creating a new APR, State Coordinators should: -Enter all information, paying special attention to: Award Dates Due Dates Performance Period Length of Award -Must enter Project Abstract

2/2013

Archiving APRs Archive if APR is: approval granted, a duplicate, or if funding was discontinued 2/2013 Archived ≠ Submitted

APR Website Use APR website to: – Upload RFPs and State Evaluations – Review APRs – Change APR Status (Including Submit to ED) – Download Completed APRs Project Directors also have access to this site. They see only their projects. 2/2013

Selected APR Items – X. State Review – III.C. Delivering Professional Development – IV.C.1. Total Number of Teachers receiving PD – IV.D(E,F).2 Total Number of Teachers Who Primarily Work in a High-Need School – V.B. Types of PD Activities – VII.J. Evaluation Report – VIII.A.1. Teachers Receiving PD in Math and Science – VIII.A. Administering more than one test – VIII.B. GPRA indicators of Student Achievement 2/2013

In Section X, report your state’s definition of a high-need LEA. You may copy and paste it directly from your RFP. When you create an APR, you will be immediately prompted to fill out this item. Projects will need it to fill out their items. 2/2013 Section X. State Review

Projects should pay close attention to the definition of summer institute and follow- up -Summer Institute: minimum of 2 weeks or 60 hours -Follow-up : at least 3 days in the classroom during the academic year 2/2013 V.B. Types of PD Activities

Attach evaluation in section VII.J If final evaluation report, check the box. 2/2013 VII.J. Evaluation Report

Grantees who administer more than one test may report data from all assessments. Use a separate MSP TCK spreadsheet for each assessment and aggregate results to respond to APR Items VIII 2, 3, 5, 6. 2/2013 VIII.A. Calculating #Teachers with Gains

VIII.A.1. Teachers receiving PD in Math and Science 2/2013 Total number of Participants, even if participant received PD in multiple subjects within either math of science 1 and 4. Number of people/courses in which people participated 2 and 5. Number of teachers who participated in PD and were tested 3 and 6. Number with significant gains (based on MSP TCK output)

In Section VIII.B report: -number of students with assessment data in Math and Science -number of students who scored at basic or below - number of students who scored at proficient or above for Math and Science. 2/2013 VIII.B. Indicators of Student Achievement These two categories are mutually exclusive within Math and within Science and should sum to the total number of students with assessment data in Math or in Science.
